For the last few weeks some of the newspapers of this county have been lashing themselves into a fury about the state of the county treasury, and grown exceedingly facetious about ‘the constables of Trackee, .with a sprinkling of blackmail throwa out at the Supervisors. The two which are especially venomeus are the Grass Valley Tidings and San Juan . Times, The latest how! is that. the county treasury is going to the degs, and the Supervisors are so extravagant that the editors referred to cannot __ sleep o’ nights. ee Od At the last session of the Board the County Auditor said to it, ‘Gen: tlemep, here are the figures, You can allow claims equal to one .quarter of the estimated revenue for the year, bat no more, and if I should attempt to the Treasurer would refuse to pay them.” ' That’s the talk that took place, and that rule was followed, It is the first Board the county ever had who kept within the law, allowiag no more bills than one quarter of the revenue for the year. Thoy are the first Board who have attempted any genuine reform. But it is the criminal expenses the Board is taken to task about, Their power is not judicial, If a bill. is presented they have simply to. enquire: Ist, was this bill incurred at the request of a magistrate? 2, was the service rendered ? 3d, doas the law fix the fees and allow them ? Trugkee is made the special object of attack. They have been trying to “regulate” Truckee for years past, but have always failed, and always will, Place ‘Truckee within . four miles of the courity: seat instead of ninety, take fiom Truckee. hei deep winter snows which drive away the transient summer population, to bring a new invoice the next year, give her the advantages of location and population enjoyed by more fortunate towns, and the expense of maintaining Truckee courts will diminish proportionately, ; Former Boards of Supervisers in this county overrided the law, run the county into debt, and when the present Board came into power, they found the county financially embarrassed, They called an election for bonds, which was generally voted by the people. Since then we are informed, the law has strictly been complied with, and the county is conducted on a strong financial basis, They say the Supervisors waste time; that they sit too long, _.' and occupy two weeks in doing busi' ness which should be done in one, We don’t believe it. Truckee is able to take care of herself. She will go on in the future exactly the same as she has been going on in the past, If the Supervisors refuss to allow the: bills from Truckee, the court will not, avd it is'amatier of indifference through which source the money comes, but ‘ asit has to come anyway, it might as well be paid with geod grace. We remember the time when the name of Jake Cross was a terror to Nevada county, His bills were higher than any Constable’s has been since, and he used to get his money, Yet in those days taxes were lower than they arenow. How do you account for that? Is Truckee to blame ? But it is cases of vagrancy and opium smoking to which they @bjeci. Vagrants are thieves, housebreakers, beggars and tramps. Opium fiends are-pimps, bummers_and_ criminals, Both are nuisances for which the law prescribes a penalty, and allows officers fees for services rendered, Suppose the Supervisors should pass an order to this effect: ‘‘Resolved, We will allow no more bills to officers for vagrant or opium cases,” Would such ao order be worth the paper it was written on ? It is a noticeable fact in this whine about the Supervisors, that there is not a single specified avt of any wilful or corrupt misconduct. It is a sickly, plaintive wail about ‘‘extravagance” without pointing out how the evils can be remedied, if evils there are, We say to the Supervisors ‘Go ahead. Your conduct is allright. Yuu may make mistakes, and doubtless have made them.
