Errors To Be Dissipatep.—The folly
of practising a temporizing policy with rebels
has long been apparent. Yet there are those
who seem to learn nothing, even by the sen
verest experience. For atter ail the lessons
we have still nmong us men whore solg

more than once shown that. the idea, when
rebels lay down their arms as they will only
do when compelled to do so, they return to
all their original rights under the Constitution, is a most pernicious one and must not
be allowed to become established by action

committed in East Tennessee atrocities ut
which humanity shudders, were driven to the
last extremity and obliged to submit to the
power of the Goverument. Were they res
neighbors they have outraged, what sort of a
atate of seciety would result? What do loy:
sand deaths get for their constancy, devotion
aod long-time-anguish of body and of spirit?
Tt is the loyal men of Kast Tennessee who
have lost friends and the accumulations of
years. These are geuerally non=slaveholders
and haters of the institution that has brought
woe upon the country. Is the rebel slaves
holder to be allowed te sit himself down
with his negroes again by the side of the
true hearted Unionist, and be protected there
with his curse with him? The idea is envertained that the President's proclamatiun
of freedom, which has given hope for future
peace and prosperity to the loyal non-slaveholders of the South, as well as to millions in
bondage, amounts to nothing atthe will of
the rebels. They, who of all others should
have no optiva in settling our national troublea, are to be nupréme, if they choose, nulliof thin trae government. Rather should the
opposite idea prevail, that the men who have
suffered and been true to the Union should
name the terms of readjustmeot—such terms
as will be compatible with their huppivess
wad seourity in the future. Any other propovition is senseless, not warranted by “the
experience of the past, and unworthy of
men whe care more for loyalists than rebels:
