To Previde Bonds ‘fer completing the
Approved April 27th, 1863. ;

Bonds.
Section 1. For the purpose 6f completing
and furnishing the State Asylum for the Deaf,
Dumb, and Blind, the Treasurer of the State
shali cause to be pregaces suitable bonds of the
State of California, ring interest at the rate
of seven cent annum. payable semi-annyally, on the first ots y and the first day
of July of each year, at the office of the Treasur-.
er of the State. :

Src.2. The said b nds shall ba sigped by the
Governor, and eountersigned by the. troller,
and indorsed by the Treasurer of State, and shal]
have the seal of the state affixed thereto, and
shall date from the first day of Julv. A p, 18€4.
and be made payable at the office of the Treasur‘er. of state within twenty days, after the date of
their issue:

amount of which bonds to be styled the * Asylum Bonds,” shall not exceed seventy-five thousand dollars [$75,000.]

penses as may be incarred by the ‘Treasurer in

Sec.6. For the payment of the principal and
interest of the “*Asylum Bonds” authorized by
this Act, there shall be levied, on the first Mouday in March A vb, eighteen hundred and sixty

annunl tax of three-fourths of one cent on
each one hundred d :Iars of value of allthe taxable property in this state, which tax shall be assessed and collected as other state taxes, and by

Bonds,”’ aud for the redemption of the same :

Surplusin Asylum Fund.
Sec. 7. Whenever, ou tie frst day of Jauuary or the first of July of any year, there -r-mains in the ‘Asylum Bord and Redemption
Interest Fund,’’ a surplus of five thou and dollars;or more, after the peynrent of interest as
herein provided, it shall be the duty of the
Treasurer of state to advertise ten days In one
dally hig es yf pnblished in the City of Sacramento, and In one daily newspaper published
in the City of San Francisco, for sealed proposals to be opened one month after the «xpiration of the time of, publication. in presence of
the. Governo-, State Controller, and Treasur r,
at the Treasurcr’s office, for the surrender of
Asylum Bonds; and the advertisement shall . state the amon.t of moneys in the Fund to be
applied for the redemption of the said bonds.
