Rocklin Tragedies.
We gavean account yesterday of
thé murder of two men and one_woman, at Rocklin, on Saturday last.
The murcers were committed by
Chinamen. On Monday a dispatch
was sent from Rocklin to the Chief
of Police at Sacramento which states
that two more dead bodies were
found near that place tlrat morning ;
>} one that of ayoung man about. 20
years of age, and the other that of a
boy, about 8 years old. They were
shot full of holes, and the parties:
were evidently murdered by Chinese. On Sdnday inorning a meeting of citizens was held ia Rocklin,
and in furtherance of the proceedthe town were notified tbat they had
. until 6 P. M. to leave, as at that time
those who remained would bo drivenont. They evidently saw that it
was folly to baa and immediately made preparations to depart.
At 4p. M. the last’squad, burdened
with their baggage, tiled out of the
town, and not one remiained, including those who had been working
inthe railroad employ, except the
prisoner.. In. their preparation for
departure they were in no manner
molested.

Gay. This muy be done by the Rezislature, ax we are ‘assured by eminent lawyers. Others say it requires
a Coostitationsl amendment. A
cotemporal¥ says, Articles IV and V
ofthe Constitation provides for the
gevernl State elections ‘to be held
on the first Wedoesday in Septearbder
uiless otherwise provided by the
Legislatare.”’ Is not this placing
the wnole power of regulating elections in the bands ef the Legislatare?
Article VI provides the judicial . offi7
gers shall be elected **at special elec:
tions “fo be provided by law.”
Would it be unconstitutional for the
Legislature to provide that the gen-.
efal aud judicial elections shouid be
held on the same day and at the
sume place? It y:ould be far less expensive and equally hs satisfactory
as itis now. Judicial nomiuations
are.made by each party, an.] it is idle
to tulk about ignoring in the selection ef judicial candidates,Oo this
agubject the Sacramento Bee pertinently remarks: ‘There is nothing
except the law, which the .Lagislaturé may ot any time alter, fixing
the time of either of these electious.
ln otber words, there is no Cousti-:
tional] proviso thattneLegi+lature

atthe same time and place. The
only thing necessury is to have two
bullot boxes apd two sets of bullots—
jadicial and general. The voter
would hand in both ballots at the
sawe time, and they would be deposired.in their respective boxes, and
the Constitution would be complied
with--the two. elections would be
held. ‘Lo prevent the tickets getting
into the wrong boxes, the word ‘general’ might be printed. on, the back
of oue ballot, aud judicial on the
cther.’’ This is a matter worthy the
. cuusideration of the members-elect.
Any Legisl iture that will reduce the
. expenses of the Government and dimivieh the taxes of the people will
be a blessing, and appreciated by the
public,
