The Howards-of New Orleans were
first in the field, and the principles
which govern them Haye been adopted without material change by the
kindred associations of Memphis and

the State of Louisiana, February 28+
1842, awd re-chartered: June 29, 1867,
under whi¢h latter grant it now exists. It is designated asthe ‘“Howard Association ot New Orleans”

with every inhalation their vital pow~ ers are wffected more aud more. The
poor fellows lie on their bard beds
and toss about in a feverish, reatless
manner most of the wight. They get
up iu the morning feeling languid
and half sick, and ourse atthe, to
them, unknown cause of their unrest. Now if any reader thinks this
picture is overdrawn, let ‘him go to
the jail sume morning at the hour
when the massive outer irau doors
are first thrown open by the jailor,
and stand just where be can get a
good whiff of the noisome stink
that comes rushing off like a cata‘ract. Heaven help bim if he pos—
sesses acute smelling qualities! The
stench is paralyzing to all thoughts
of things above putrifying flesh, rot_ten egg» anid toe like, Even the
»jail authorities. who are. compelled
tosubmit themselves to this shower

as regulurly as they stand within

The affairs of the-Howards are
managed by a Board of Directors,
composed cf'a President, Vice Presifive directors, a majority of which
constitute a quorum to do business:
They ‘are elected annually, and bave
power to make by-laws, and to carry into effect all the objects and purposes of the Asseciation, The bylaws declare that all members shall
be residents of New Orleans, and the
number of active members shall. at
no time exceed thirty. Applications
for membeiship must be presented
in writing. After being read the
application is submitted to .a committee of three, who investigate and
report-on the characterand qualifications of the applicant, and if the report: is favorable a ballot is taken —
Iu all cases three black balls secure
the rejection of an applicant.
Once admitted, the duty of a member whenever an epidemic visits New
Orleans is severe and unremitting
upon bis time and attendance. Tue
following extracts from the by-laws
-will give some idea of the. responsibilities of members. of the Howard
Assoviation :
Any member refusing to perform
the duties assigned him by the President, shall have his name stricken
from the roll on avote of the majoriby. *
No member may leave the city
without first notifying the Secretary.
During epidemic there sball be
. r gulir.meetings every Monday evewing, but relief meetings shall be
held every evening. Any member
absenting himeelf from, three consecutive relief meetings, aniess from,
leave of absence or sickness, shail
have his name stricken from the roll
provided a majority of members concur therein, ~—
During epidemics the members
shall make -weekly reports of all casus under their charge, with amount
. of relief furnished each case durin
the week. :
“The society shall have the right
to expel auy member for improper
Pconduct, either at meeting, on duty,
or in any relation of life.
No member shall “be allowed to
supply orto fill any order drawn by
himself for account-of,.the association trom his own business establishment, for groceries, provisions or
‘medicine, orany other articles required to bs given in relief of sick
and poor.
How well the Howards have fualfilied the obligations which they vole
untarily assuined, the history of the
present plague in the South will set

HUDSON MINE.
The battery at the Hudson mine
was started up last Thursday, and
works well. On the day previous a
smal! stringer was struck in the
mine, the rock from which Superintendent Murchie is said to have
estimated will yield from $90 -to
$100 per-ton. The indications in
the Hudson grow moye favorable as
the work progresses.

NEVADA’S LAST FIND.,
‘Somebody apparently has been
taking in the editor ofthe Eureka
(Nev.) Leader. That credulous fellow says: . ;
H. R Symonds, who has been proepecting for the last year near. Jet
District; passed through town yes.tergay, en route to San Francisco.
The gentleman bad with him about
a dozen crystals, which he is firm in
the belief are diamonds of thefirst
water. About six months since he
discovered a small specimen, which,
he forwarded to San Francisco.” It
waé pronounced by judges in that
city to bea genuine diamond, and
sent te New York, where it was cut
and sold. Its size after this operation was about two carats, and Mr.
Symonds recived $180 for it.’ Since
that time he has searched and prospected the locality pretty thoroughly, with the result statedabove, The
largest stone im his’ possession was
about twenty carats in the roaghactohedral in shape, with reunded
corners anda dull surface. The remainder are smal! but perfect crystals. .Mr. Symonds, while showing
his prizes freely, was very reticent in
regard to the exact place where he
found them, ard p oposes, if the
stones turp out to be gems, to reap
the benefit of his discovery, He
will have them examined in San
Francisco, and it his anticipations as
to their value are confirmed, will return to the field aud prosecute a
search for more.
