“Tue Impersatists.—The modern Demoeracy, in the Convention recently held
“at Sacramento, engaged in a lively debate
~¥ipon the Mexican question, in which the
fact was developed that that party contains
some opponents to the Monrve Doctriue.—
Some of the speakers wanted to adept a
¢esolution with an exception in the case of
Mexico. Others were in favor of declaring
for Maximilian, It will be remembered
that during the rebellion the leading copperr
head organs of thie State demunded that
Maximilian should be served by our Government with immediate notice to leave
Mexico: Ata time. when all the energies
of the Government and all her military
strength were required to put down the re‘bellion, modern Democracy was loud in its
demands for the enforcement -of the Monroe
doctrine. When the victories of Sherman
and the determined, onward march of Grant
indicated the early downfall of the Confederates, the copperheads of this State. chang @4 their tune. -It was then . thought that
“Duke de Gwin,” in the aame of the Maximiliaa government, was to be male ruler
in the Northern States of Mexico. The
“Democratic” organs then heralded the ay.
rival of agents ia San Francisco, who chme
with credentials-from “his highness” empowering them to. énlist all who were wil.
ling to become subjects of the Ewperor.—
The only laudations bestowed upon the
_ usurper, who was attempting to overthrow
the Mexican Republic, came from such organs as‘the Democratic Press. The triumphant victories of the Union armies and
the downfall of rebellion enabled the people
of the United States to discuss the condition of affairs in Mexico, and such disapprobation was manifested as caused the
French Emperor to feel that he was treading upon dangerous ground. The Democratic organs again changed their tune aud
swore lustily that Gwin never was a Duke
and never éxpected to be.one. They now
pretend to claim that they gre the only
friends of the Monroe doctripge. The debates in the late Convention will show, that
thereis an element in that party which looks
with favor upon the attempt to destroy a. a neighboring Republic and establish upow.
its ruins a monarchy. :
New. ORLEANS papers state that the noted Rev. Dr. Palmer, who preached a strong
secesh sermon at the beginning of the rebellion, predicting that the South would succeed because slavery was a divine institution, hus returned to that city a thorough
convert to the “dogma” of freedom. He recently preached a sermon to his people, telling them frankly that they had all been
‘wrong, and he the “‘chiefest of sinneis :”
that they had been proud and haughty, disobedient, rebellious: that he himself had
been humbled before God, and received merited chastisement ; that they had al) been
taughi a good lesson of vbedience to civil
~ authority, and he hoped it-would be filially
received by them as the children of Christ,
-and laid up in their heart of hearts. His ad.
dreas was very touching, and dutifully received by the people, with whom he has
great influence. aos

During this time it has distributed in the
United States and Territories, over twentys
three millions of bibles free, besides furnishing bibles to over forty different nativual.

brought the officers agd men of the Second
Artillery from Panama to San Francisco. —
She ie as rotten as punk and had to put back
to Panama twice to stop leaks, There were
no bunks in the ship, and the men, women
and ehildren were huddled together promiscuously. 2
A POLICEMAN in Buffalo has been fined
five dollaré and costs for forcing a man in»
horse car to give his seat to alady. The
court said that ladies had no more privileges
than men, and, moreover, when treated civily, were not profuse in acknowledgment.

Aw earthquake was felt at Cincinnati on
the 10th inst. .
Oppused. TO SAL¥.—Hon. J. Ashley,
Congressman from Ohio, recently made.a
speech io San Francisco, in which he took
strong grounds against the sale of the mines.
He suid : “I have visited most of the mining
districts, and my observatiobé have coufirmed my judgwentthat no policy could be more
buicidal than to sell the made.” The speaker dwelt at some length upon the subjects
. and repeated his conviction after a thoreugh examination of the mining districts
and frequent conversations with the miners
=many of whom had spent: 16 years in developiug this coast—that no greater blunder
and no greater wroug could be committed
by the Government than to deprive them of
the mines by general sale. It would puta
stop to prospecting, retard the development
of the mines, and he was. satisfied would
not add $20,000,000 to ‘the coffersof the
Government. The income tax accruing
from. the present system of mining, would
bring a larger amount to the treasury in
10 years than the entire proceeds uf the sale
of the mines. Capitalists would combine,
and. both the‘miner and the Government
would be defrauded. ‘The result of the
sale of our mines would be to reduéthem
to the condition ef the Mexican mines,
which certainly no one desiréd to see.
Racina.—Captain Hanford and Latham
trotted a race, best three in five, at Sacramento, on Thursday last. The contest was
very close. The first heat was won by Ilanfurd, time 2.34. ,The second was a dead
heat, time 2.34. Latham won the third
heat, time 2.34, In the fourth heat Latham
was ruled out for some irregularity, and
Hanford took the heat and purse, time 2.324.
Latham was once owned in this county.—
The eight mile race, for a purse of $300,
was won by Wm. H. Seward. He trotted
the eight miles in 23.43, making the last
mile of the race in 2.34}. '
IMPORTANT TO TRAVELING AGENTS.—
The Commissioner of Internal Revenue bas
decided that “all persons traveling abeut the
country asthe agents of manufacturers or
dealers, seeking orders for goods in original
and unbroken packages, are regarded as
commercial brokers Within the meaning of
the law, and as such must procure license.
Those acting 4s the agent of one person or
firm exclusively are also liable as above.—
Licenses to this class should be made out
so as to show the place of business of the
licensee, if he have one, but, if not, lis
residence should be stated. Licenses thus
filled out should be recognized by revenue
officers in all parts of the country.”

' Hoping ON.—The Stockton Independent says that the farmers of San Joaquin
Valley, profiting by the experience of past
years, are storing their grain, and lending
a deaf ear to the wordy bambast of spéculatora, concluding to err on the safe side.—
They seem determined, and in our Opinion
wisely, too, to hold a sufficient amount of
grain back to seed their land fora fortheoming crop, without being necessitated to pay
five cents per pound for the same grain that
they sold for less than two. .
PERPETUAL Murion.—The Placerville
Recorder states that a lady of that city has
invented a machine’ that goes of its own accord and never lets up. A great many men
have bothered their brains wbout perpetual
motion, and not a few have become insane
over it, but we never before heard of women
attempting perpetual motion—except with:
the tongue. &
Lusciwts —At one of the fruit-stands in
a large ‘bunch of grapes Weighing ‘twelve
pounds. They were from Coloma, Cal., of
the Muscat variety, and so thickly clustered
that they looked likea single bunch.
A ‘New Trave.—The editor of the Rocky
Mountain News has received orders trom
England for three husbands, for’ as many
English ladies, who were attracted by an
article in his paper in relation to the searcity
of women in Colorado. He says he is prepared to negotiate with any-gentlemen answering the destription and who:means businegs:, bd

Miners’ License.— During the last sgssion of Congress, the Kevenue law. was
amended, and ,among other things a provision was added for the collection of licenses
froin miners. As there appears to be considerable misunderstanding in regard tothe
matter, we give the law providing for the
payment of “such license, which -reads as
follows: Sao ‘
“Miners shalkpay for each and every license the sum of ten dollars. Every person,
in the business of mining, for coal, or for
gold, silver, coppgr, lead, iron, zine, spelter,
or other minerals, net having taken outa
icense as a manufacturer, and no other,
shall be regarded as: 4 miner under this act.
Provided, “That this shall not apply to any
Juiner Whose receipts from his wine shail
not exceéd annually one thousand dellars.
The law exempts all miners who do not.
take out.more than. $1000 per annum, all
who vhave’ paid liceuses as manufacturers,
aud all who do not employ others in mining
for them. Ong license’ is sufficient for a
firm or parse * engaged in mining: *
THE NEXT ConGkEss.—The next .Con.
gress will be composed as follows ;—Union
Representatives. from the loyal States, including Kentucky, 147. Copperheads from
the same 40. Union’ men from the State of

Southern States are allowed ‘Representatives, they will add, 59 to the Copperhead
strength in the House ; if not the parties

AN exchange states that within a stune’s
throw of Stewart's new marble bouse on
Fifth Avenue, N. Y. there is a dwelling
really bélieved to be haunted. It isan impesing and elegant building, and bas been
occupied and abandoned by three different
families within a few mouths past. The
owner offers it for sale cheap.
Yo Semite.—This favorite watering
place is being rapidly deserted by its summer guests, under the apprehension of an
early winter and snow-fall.
New Hore.~A new brick hotel is in
precess of erection at Santa Cruz, which. is
to cost $25,000, exclusive of the joiner work
which will cost $10,000 more. The building is the property of Moore & Pray, aad
will be opened for the reception of guests
in April next.
