And for the more efficient management of the. free delivery system, the Postmaster-General may designate a fourth, class clerk to act as Superintendent of free delivery in the Post Office Department at an annual salary of two thousand five hundred dollars; and for this . purpose the sum of seven hundred dollars is hereby appropriated out of any ae f in the Treasury not otherwise appropriat For wrapping:paper, twenty-seven thou-. sand dollars, . Sec. ‘10,.That so much of this act as changer the rate of postage on newspapers, and jodical publications shall not take effect until the day of January next. ‘Bec. 11.
