This, +f course, will save the county some hundreds of dollars of expense in the, first instance, but it will probably cost the pegplé, if not the county corporate, a great deal more than that'in the end, says the Independeat. -If the Board of Supervisors can legally appoint Justices fora full term, as they would be required to do on petition if none are elected at the proper time, they could legally do the same with with any andall othér county offices. We do not believe that the law contemplates giving them any such powers, and if i€ does ‘not, and no Justices. are elected at the time fixed by the Constitution, then after the expiration of present terms there will be no». legally qualified Justice iu the County. Io view of egal! and’facts, the Independent advises, the voters in every township of that county on the day fixed in the Governor’s proclamation—October 17— proceed to elect their Justices, carefully observing all provisions of the election law. In this county, it was rumored a few weeks ago, that the Supervisors would pursue the same course as that adopted by the Inyo Supervisors,but we do not think they wili'do it. The extra election is an expedsive ane to the counties, but}. we can see no way of avoiding: it: Outside of Nevada City,Grass Valley end Truckee, it is hard woik to find “ men whe are willing to accept the office of Justice, and of course itis quite burdensome for the county; as it will cost over $2,000 just to elect them in the places above mentioned. ———— -— <> 0 @‘A Convention Needed, Referringg to the necessity for Constitutional Convention the Stockton Independent says: It mast be admjtted' that the revenue Jaws are u.eatisfactory and operate unjustly, ‘aud it Will also be acknowledged that the necessary remedies cannot be effected by legislative enactment. Were it possible to introduce such features into the Constitution of the State as would have a tendency to fyster the-industrial interests of the interior, build up healthy towns and villages, instead of concentrating the lion's share of the wealth in the commercial metropolis, it would be a benefit to the State at large, ‘and much of the disappointment and sutferiog of whivh the laboring classes complain be removed. The tendency of the times seems te be favorable to the building up of great cities to the neglect of induswial develvpment in the interior, and in a very “reat. measure at the expense of rural industry. Goldsmith is now clerking in the silk bouse of Sim Lezinsky & Bros., 200, 202 and 204 Kearney St. Johnny Schmidt* has got out about fifty tons of rock, and_ will have it. crushed at.the Wyoning mill, commencing on Monday next. “The rock was taken out of the mine by two boys within -the past month. Welch,.for two new books, just ‘irsied from the press and they can be liad at his store, on Broad street. “Have you seen that husband of mine? Two long legs, a cit-away cout, wide a-awake hat—that’s Charley.” We have not.bad time to read the book, but go and interview Welch about it. It is a book of over 800 pages, and a cursory look at it convinces us that it must “be very interesting. ‘The other work is entitled “ Farrar’s Illustrated Guide Book,” giving all particulars of the various routes &., in the East, and other valuablefinformation to Eastern travelers.
