shall wilfully add to or subtract from the votes

sucn election, whether such person be an officer
of such election or not, every officer of elections
who shall willfully make faise and fraudulent
returns,in any manner whatever. of an clection
heldin any precinct, town, or ward, and-every
person whomsoever, whether officer or not, te

Section 35 of said act has been amended, vide
stetutes-1863, page 354, #0 as to read as follows:
Sic. 35. Assoon as all the votes are read off
and counted, a certificate 1 be draw up on
each of the-papers—contaifees the poll_tlist and
talties. or attached thereto; stating the number
of votes each p reson voted for has received. and
designating the office to fill which he was voted
for which number shall be written in words at
fulllength. Each certificate shall be signed by
the Clerks, the Judyes, and Inspector One of
suid ce tificates, With the poll list, and tally
agit to Which it is attached, shall be retained
xy the Inspector, and preserved by him at least
six months. The ballots shail be strung upon a
cord or thread by the Inspector during the count
ing of the ballots, in the order in which they are
entered upon the tally list by the Clerks, ant
said ballots, :ovether with the other of sald
certificates, with the-poll jist and tally paper-to
which-it is at‘ached, shall be scaled up by the
Inepector in presence of the Judges aad Clerks,
