TOTAL DESTRUCTION, Special dispatches to the TRANSCRIPT are as follows : At-a-quarter of 10 o'clock this morn ing another terrible earthquake occurre: at Winters, Woodland, Sacramento anc other towns in that part of the State. Great damage has been done and many persons have been injured, The scenes are heart-rending. SECOND DISPATCH. The town of Winters is totally destroyed. The desolation and wreck beg gars description. All large buildings are down and all kinds of business is suspended. A great many persons have been injured and many seriously. The people are herror-stricken. THIRD DISPATCH. The damage at Davisville, Dixon, Esparto and other towns is frightful. _Owing to the general consternation it is im possible to send full particulars at thi: hour, (2:30 e’clock P. So much gold has been taken from the hills, such vast sums of money have been invested in. mining enterprises, that small amounts are net regarded as of any. consequence. It is only a short time since nickles were made use of in this city, and a few months ago, when merchants in San Francisco and Sacramento, introduced pennies, they were curiusities to many of the young people. Indeed, there were very few of the native sons and daughters who had ever seen such coins, The New England habits of thrift are forgotten by those who were once fainiliar with the small economies which are absolutely necessary in their childhood home, Father and mother spoke slightingly, if they spoke at all, of the old fashioned ideas, so the ‘cuildren learned that money was for present use enly. A few weeks ago there was a brief article in the Youth’s Cempanion upon this subject, wherein was stated in fact, that one savings bank, which began business in 1816, held deposits on the first of Jan. 1892, of $33,000,000. In Great Britam, France, Italy and many ef the small countries of Europe, the governments have established postal savings banks. Lhe Postmaster General has repeatedly urged Congress to introduce the same system in this country. As it has not been done, the regularly incerporated savings banks have issued stamps ot the value of tive cents each, When twenty of these have been purchased, the buyer has $1 on deposit in the bank to draw interest. There will soon be an ageucy in Nevada City for the especial benefit of the children. In every well ordered Eastern home the children are taught to save, they areencouraged te put by something for the future. There’is a satisfaction in auch possessions, gained by their own efif it were a direct gift. Really the boys and girls of California are defrauded of much genuine pleasure. When once they acquire habits of thrift and economy they nay outstrip their Eastern cousins. New: they regard present pleasure, often sacrificing future good. Doers and windows rattled, and at the hardware stores the crockery and glassware clattered in a manner that made the storekeepers fear a crash was coming. At the District Attorney’s office, in the Court House, the clock stepped. Attorney General Hart has given an opinion on the State schoel appertienment money which is contrary to the State Superintendent of Public Instruction. ‘The second apportionment is due the schools in June, but the State Superintendent held that it could not be apportioned until August; and as the-present school year ends June 30th, he held the money could be used for teaching done during the present school term.
