counties represented at Sacramento by
the Supervisors is as follows: Colusa,
$12,853,382; Glenn, $10,685,591 ; Sacramento, §.)2,844,995 ; Sutter, $9,046,641;
Yole, $19,007,514; Yuba, $6,701,943—
total $92,029,965. One cent on $100 will
raise $9,000. Suppose it took three
cents on the $100 or $27,000 a year the
tax would be small—30 cents on $1,000,
or $3 on $10,000. Who that is worth
$10,000 in either of these counties would
not willing!y pey $3 a year. to protect
the river? Our assessment has been
about $5,000 a year and we have paid
out not less than $30 a year. That has
been 60 cents on the $100. Weare willfing to stand that much tax from now on
until our bones lie in a slickens covered
country. That rate would raise over
half a million annually.
In addition to the counties named
Butte and Solano will contribute. The
valley portion of Butte will bring a voluntary rate equal to any rate fixed. The
outlook is entouraging, If there is no
understanding that this man Gilbert,
who Judge Field assigned to sit in hydraulic cases, is to modify the Sawyer
decision so as to fit an act of Congress to
be passed, the outlook is good. All the ar ae eg 9 ee is

when no appeal was taken from it. The
interest was too large not to have taken
an appeal had they thought there was
any chance for a reversal. Itis safe to
say, then, that Sawyer laid down the
law of the case.
These counties ought to be able to
maintain the law as declared by the
courts; as admitted by the other side.
That is all there is to do, and this people
deserve to be covered by slickens so deep
that the tallest monument in the world
would not mark their resting place if
they can’tdo that little.
The organization is now in good shape
and we feel very much encouraged.—

No. 1. All trotting races are the best 3 in 5 (except the two years old and yearlings) 5 to enter and three to start, but the Board reserves the right to hold a lesa
number than 5 to fill, by the deduction of a proportionate amount of the purse,
No. 2. The National Association rules to govern, but the Board reserves the
right to trot heats of any two classes alternately, or to trot a special race between
heats.
No. 3. A horse making a walkover shalt be entitled only to the entrance money
paid in. When less than the required number of starters appear tl ey may contest
for the entrance money paid in, to be divided as follows: two-thirds tv first, onethird to the second. :
No. 4. The State Agricultural Society rules of 1890 to govern all running races,
except when conditions named are otherwise. B \3
No. 5. In all of the above races the entrance will be 10 per cent. of purse, and
to accompany nominations, Purses will be divided into 60, 30 and 10 per cent.
No. 6. 1m all races envries not declared out by 6 P. M. of the day preceding
the-race will be required to start.
No. 7. When there is more than one entry by one person, or in the interest of,
the particular horse they are to start must be named by 6 Pv. M., of the day preceding the race,
o. 8. In races designated as ‘‘District,” all herses are eligible that were owned
in the county of Nevada prior to June 1, 1892.
No. 9. « In all running races three starters will be required,
No. 10, Racing colors to be named « n entrance, :
No. 11. In trotting races drivers are required to wear caps of distinct colors,
which must be named in the entrance.
No. 12, “Hay and feed will not be furnished by the society, but will be for sale
on the nds at reasunable rates, Straw will é furnished gratuitously, Ie
