Snell Republic California’s Difficulty in Securing Such as is Demanded by Her Necessities, ° (Written for the Transcript. . California in her efforts to secure national legislation made necessary by her material growth has been most patient and enduring. While asking repeatedly for the enactment of laws upon which her very existence seemed to depend she has been most considerate of the opinions of others, expressed both by word and vote. “In the almost endless struggle for the Passage of an act that should forever exclude from her shores the heathen Chinese she has presented an example of patient forbearance which the iron rule of despotism would fail most signally to exact. She has chosen thus to forebear not because of internal weakness nor because she has failed to appreciate the injustice of the delay, but out of reverence for those institutions which we have been taught from. childhood to respect, _Norieste alone in this suffrance which under a monarchical form of government would be considered most tyrannical and oppressive. The vast extent of territory over which the people are called upon to rule, containing within its borders conditions so varied and in some cases almost antagonistic, makes it exceedingly difficult to allow toone section legislation well calculated to théir purposes without ‘opposition from another the ifterests of which require no such fostering. This is but one of innumerable instances wherein the desires and indeed necessities of certain localities have been defeated with disastrous results by representatives from other States in ro way qualified either in knowledge or understanding of the subject to pass upon the meusure contemplated. The greatest difficulty is always experienced by representatives from different localities in their attempts to secure such legislation of a national character as the interests of their constituents seem to demand. Ina nation like our own, enjoying the manifold blessings of a representa” tive government, it is a matter for surprise that so much opposition should be. manifested by disinterested legislators to the enactment of laws so unanimously and imperatively demanded by their fellow citizens. To tule justly and equitably should be the object of all law. To secure such anend, the men we elect for the formation and administration of our law should be broadminded andliberal in their views, of comprehensive understanding and wide knowledge. It is not alone sufficient, though primarily essential,. that they be acquainted merely with the requirements of their immediate locality. ty . They must understand and be able to legislate intelligently on subjects more immediately concerning other sections of the country, Had the representatives of the East been more thoroughly informed of the existing condition of things on this Coast, it would not have been necessary fo: Culifornia to await the pleasure of a partisan Congress to secure her just demands. Our navy, would now be in a much more healthy'condition and the present lamentable absence of coast defenses would not‘ be inviting the attacks of such second rate powers as Chili were the people of interior Stutes more liberal in their views, By the election of such men only can the delays in securing national legislation be obviated and this inherent weakness of our federal form of government bein a measure strengthened, As the States grow in power and wealth, inhabited as they are by a progressive, energetic people viewing every and all things averse to their progress as insufferable, the danger will be increased and a more expeditious means for securing national ends must be devised. The local railroad is doing ayushing freight business, handling in addition to its regular commercial business the pear crop and the thousands of tons of sulphurets “refuse” being sent from here to Denver, The depot employes are working to as late as nine o’clock at night loading pears, the shippers preferring to have the fruit loaded in the cool of the evening rather than during the heat of the day. R. C. Walrath of Nevada City is the intermediary in the sulphurets ‘‘refuse’’transfer, and in addition to Petitjean’s big_pile has purchased that at Calliot’s works-en the line of the railroad, These shipments will aggregate 11,000 tons. The gravel prospectors.of Mooney Flat contemplate largely increasing their forces of miners. Despite the failure of the Dunn company, the mining industry at Smartgville is reportedasimproving. The Déan company it is understood, will renew operations, satisfying the claims df the old employes, aggregating $1,350, by a 30-day mortgage on Dunn’s ranch. Capt, 8. H. Dille of this city -has a gold nugget he picked up on Tuolumne tiver September 9th; 1850—the day on which Oalifornia was admitted to the Union, * [Telegraph of Thuraday. . Work on the Extraction Works plant is going ahead in the most energetic way. The com pany makes things hum, A nice little town will grow up around the works. H. Conger has been awarded the mail contract forfour yeara for carrying the mail between. Dutch Flat and Nevada City. The contract calls for a tri-weekly mail, Mr, Joseph Bentiallack and children willleave next Tuésday for Mexico, to Join husband and father. Mr. Bennallack is chief engineer of a large’ mining property in that country. . {Union of Friday. . The water in the Coe mine has been lowered 150 feet. A new pump was being put in yesterday. Everything is working smoothly at the 8t. John mine since the new hoistingand pumping working have started up. The Oolfax Fruit Shipping Company sent off a carload of Bartlett pears the early part of the week, and will send another to day. This fruit, which is of prime’ quaality, goes directly to the Chicago market, and is expected to bring top prices, Mr. Baker, Manager of the Colfax Company, goes today to the You Bet section, where a fine lot of pears have been secured, and afterwards will make considerable shipments from Dutch Flat. The Colfax Company has only been in the _ business the present season, but it has offered good prices, and has been instrumental in causing our fruit-raisers getting better prices than they have been heretofore receiving, Mean Business Methods. ‘The dioramic and dog show at this city Thursday evening attracted a big audience and was worth the low price of admission charged. Of the company’s business methods, faverable mention cannot be made, though. For instance, although the prices of admiasion were advertised at 25, 35 and 50 cents, when the crowd began to come and it was evident there would be a full house—which is by the way an unusual thing for thid company to have the admission to all parts of the house for adults was raised to fifty cents, Another equally contemptible act was the refusal to honor the reserved seat check on some of the com” plimentary tickets. There is at least one case reported where an attempt was made to beat a local citizen out of a small amount of money that was due him, The management made no friends here, because of petty tricks and deceptions, Thursday Nights Fire, At a quarter past ten o'clock Thursday night the one-story dwelling house of Wm, Earll, situated on tho westerly side of Sugar Loaf roada short distance above the head of Main street, was discovered to be in flames. The firehad at the time of sounding the alarm enveloped the house to such an extent that although the firemen responded promptly they could do no good when they arrived on the scene. Mr. Earl, whois an employe at the Harmony mine, and his wife were atthe Theater. The origin of the fire is unknown. Mr. Hare has been suffering for several days from a fever of some kind, and comes to obtain medical treatment. Hon, A. Walrath is one of the directors of a new incorporation entitled The Brazilian Manufacturing Company which hasa capital stock of $500,000 and will operate upon cocoanuts, CLinde of Grass Valley is in town on his way-te take charge of the Lone Star mine in Sierra county which Joseph Snyder has been’conducting. The Lone Star is owned by Grass Valleyans. The Grand Marshal of the Admission Day parade atS.jn Francisco has appointed Editor Hocking of the Grass Valley Tidings as a division aide. Fortman and Rudolph Herold, Jr., of San Francisco, who are owners in the Champion mine and have been spending a few days here, are members of the finance committee of the coming Native Sons celebration at the Bay. : Says Thursday’s Oakland Tribune: The grip has made its reappearance in Alameda, and among its victims is Colonel E. G. Waite, the. Republican nominee for Secretary of State. He was first troubled with a severe sore throat, and was confined to his house fortwo days. Now he feels the ‘usual symptome of grip. Nothing serious is expected, however, and he was able stated that he left anything but well. Returned From the Mountains. B. 8. Rector and Henry Lane returned Friday from # nine days’ trip through the mountains, and that they had a grand time goes without saying. They visited Downieville, Sierra City, Campbell Springs, Webber Lake, Independence Lake and Bowman Dam, They had great success as fishermen and saw more beautiiul scenery than they can tell about ina month. They started a movement up there to annex Sierra Valley—the garden spot of the upper region—to Nevada county, and the Sierra Valleyans have all pledged hemselves to boom the idea,

Just set out forty acres in fruit trees or grapes near Colfax and see if you wen’t be made independently rich in a few years, Dr. Martin in his speech before the Deniocratic State Convention became so enthusiastic over the way in which some of the niembers of the Convention wanted to ignore the mining community that he expressed the feelings of the people up here in. a manner that went right to the hearts of many of the valleyities present. Some might say thut the point Dr, Martin and attorney Ford gained amounted to nothing. Ifthere were not someone to speak for the miners ‘in such cases the result would be that in time the mining ‘community would be entirely frozen out and they wouldn’t be able to say that their souls were their own. Every paper published outside of San Francisco shall be entitled to one representative, : : This representative must be a regularemploye. ; 2 He must come with credentials from his paper, certifying that he has been detailed as the representative of that paper,; giving his name. He must present his credentials to the Presa Committee at its headquarters, Baldwin Hotel, San Francisco, on or before Sunday, September 7:h. Geverner Waterman's Mine.Governor Waterman baa commenced opening two more mines in Sab Diego county, about ten miles from, the famous Stonewall mine. He has let a contract to run, thousand foot tunnel which will cut seven ledges, some of which have been prospected and found to be very rich. The Nevada Cityans who are down there are doing well and say there is plenty of work there for good miners. eo An Earthquake Shock. aaa: e A light-ahock of earthquake was felt at this city about ten o’clock Thursday evening.
