Epitor Teaxscoript—Secretary Windom is Preparing, at the request of the President, a comprehensive st itement of the amount of revenue derived from the importation of sugar by the Government. It is generally understood that this statement is to be used as the basis of a special message which the President Proposes to send to Congress, giving his ideas of what amendments the Senate should adopt to the tariff bill. There isa doubt as to whether the President will advise the adoption of reciprocity outright, a> advised by Mr, Blaine, or some sort of compromise. The probabilities ‘are Strongly in favor of his taking the latter course. . The tariff debate has so far been confined entirely to the ‘Democratic Senators; long Speeches have been made by Senators Voorhees, Vance and Morgan. The Republicans are waiting until they bave definitely determined just what points in the bili are to Le covered by the amendments, and one of them said today that he did not think the vote would be taken on the bill before Septembe. Speaker Reed has appointed as conferees on the part of the Honge on the ‘Original Puckage’’ bill, ._passeu last week, R presentatives Reed oi fowa, Thompson of Ohio, and Oater of Alabama. -Ivis regarded as practically certain that the House amend ment will be agreed to by the Senate. The committee on Rules reportea and the House adopted a resolution instrncting the committee on Pension: to investigate the charges which Representative Cooper of Indiana recently made on the floor of the House ‘gaiust Gen. Baum, Commissioner 0! Pensions. The cominittee in ita rePort stated that ull of the exssentiai statements of Mr. Cooper are hearsay, and his conclusions conjectural, ana that they did not know whether they are true or false; but, continues th: report, ‘‘whether true or false you committee believes that an investig :tion sho@¥ be had to the end that. th. ruth may be ascertained; the public service must not even rest under.» suspicion and the churacter of public officials must be so clean and thei: tdministration” so honorable anu straightforward as to command the public confidences and withstand th inost careful scrutiny. Every publi: official should invite the most. carefn inveeYgation of his public and official ‘cts, and your committee believes that Gen. Rauin i> very much pleased with the action ot ‘he committee and of the Honse. He refused to dignify the charges by officially asking for an investigation ; but he has siot hesitated to say privately to membeir of the committee tha he wished-for it. ; : Senator Sherman has the people with him in his effort to have the “*Congressicnal Record” edited. I: ever there was a publication that needed a careful, painstaking editor, it is that same cumbrous and misnamed ‘*Congressional Record.” ‘ Postmaster General Wanamaker has re-umed his warfare upon the Louisiana Lottery, and is determined, ifit can possibly be dune, that, Congress shall adopt the bill which the House committee on Postoffices has just reported, which prohibits , lottery circulars and tickets, lists of drawings, money or drafts for the purchuse of lottery tickets newspapers Containing lottery advertisement or drawings from heing carried in the mails or delivered by carriers, and imposes @ penalty of a fine not exceeding $500 and imprisonment not exceeding one-year upon any person depositing such matter in the inuils. . : Senator Frye hae received another letter favoring reciprocity from Secretary Blaine, aid that together with the correspondence inthe Behring Sea negotiations, has cauzed Mr. Blaine tu 1 the most talked about man in the United States. Mr. Blaine is very ‘ouch in earnest about reciprocity, ani calls attention to the fuct that as long ago as February he made a statement to the Republican members of the Houre committee on Ways and Means arging themn to consider reciprocity in muking up the new tariff bill. With one exception—Representative MeKenna of California—the Republican talk on the subject. Mr. McKenna says le has from the firet favored Mr, Blaine’s ideas. PES Even the Democrats admit that Mr. Blaine deserves great credit for the maoner in which he has handled the Behring Sea matter. At that time the disastrous effects of the infamous Sawyer decision, senerally raanifested themselves, and the surrounding country yet sustained t large and Prosperous populatién. But at present. the town seems palsied by the magnitude of the misfortune which has befallen it and, while expressing full confidence in the future of your city, it is only too apparent that what capital the county ‘contains is too slow and cautious of investment. Struck then by this lamentable éondition of affairs, what is more natural than that we should seek a way out of Our trouble? One way at least seems ‘o preseat itself. It is through the inducements which the surrounding country presents to the farmer.
