Epitor Teaxscoript—Secretary Windom is Preparing, at the request of the
President, a comprehensive st itement
of the amount of revenue derived from
the importation of sugar by the Government. It is generally understood
that this statement is to be used as
the basis of a special message which
the President Proposes to send to Congress, giving his ideas of what amendments the Senate should adopt to the
tariff bill. There isa doubt as to
whether the President will advise the
adoption of reciprocity outright, a>
advised by Mr, Blaine, or some sort
of compromise. The probabilities ‘are
Strongly in favor of his taking the
latter course. .
The tariff debate has so far been
confined entirely to the ‘Democratic
Senators; long Speeches have been
made by Senators Voorhees, Vance
and Morgan. The Republicans are
waiting until they bave definitely determined just what points in the bili
are to Le covered by the amendments,
and one of them said today that he
did not think the vote would be taken
on the bill before Septembe.
Speaker Reed has appointed as
conferees on the part of the Honge on
the ‘Original Puckage’’ bill, ._passeu
last week, R presentatives Reed oi
fowa, Thompson of Ohio, and Oater
of Alabama. -Ivis regarded as practically certain that the House amend
ment will be agreed to by the Senate.

fine not exceeding $500 and imprisonment not exceeding one-year upon any

letter favoring reciprocity from Secretary Blaine, aid that together with the
correspondence inthe Behring Sea negotiations, has cauzed Mr. Blaine tu

to the Republican members of the

He made his home in San Francisco, but circulated for several years
in this county and Sierra working up
mining schemes which he would admit his ‘personal friends into—much
to-their disgust in the end—on the
ground floor. Many of his acquuaintances thus dropped their Lard earned
dollars, getting nothing but some experience in return. He was a most
plausible talker, and the longest
headed of bu-iness men often fell
victims to his gliv tongue.
He belonyed to several secret societies and in some of them managed
by his indomit ible energy to work
his way into prominent positions
which he held however but for brief
periods. :
His title of Doctor wagderived from
the fact that he had come knowledge
of the homeopathic achool of medicine
and thus occasionally obtained a little
weneral practice besides ficsuriag as
medical examiner in certain San
Francisco lodzes. .
Tn 1889 he prevailed upon the Governor of the State of Nevada to appoint him as a Commissioner to the
World’s Fair in Paris. He went °to
the _ exposition carrying with him a
lar.e collection of minerals from the
sagebrush State. In dne time there
caine back serious charges as to his
Conduct in the management cf affairs
48 Commissioner and also as to his
financial dealings with private individuals. Tre papersof Nevada fliyed him unmercifully, alleging that he
had betrayed. the trust reposed in
him. ‘Yo these statements he made
no reply, and so far as is known here
he did 1.0t return to the scene of his
earlier operations. For several months
until now no word of hii has been
receiveil,
Dr. Biber was an old-time resident
cf California and a man of irrepressible energy and unlimited resources.
Had the abilities that:the Lord endowed him with been directed in
proper channels, he would hive been
sne essful inabysiness way and-esteemed by bis fellow-men.

There is some talk of postponing the
beginning of the Nevada County Fair,
now set for the 19b instant, till September 221, which will be the week
fullowing the close of the State Fair.
The arguments urged in favor of the
change wre that the fruic season ix
backward and a much better Pavilion
display can be made next month ; alse
that by postponement the races willbe
better filled than otherwise. The
Fairs at Napa and Red Bluff begin

the new census will of itself relegate
the county to the tenth class and-reduco official: salaries, but they are
mistaken, According to the County
Government Bill the counties. ‘‘shall
hereafter remain classified according
to population as ascertained by the
federal census of 1880.” ‘iherefore
the census now taken will not affect
county salaries unless legislative action is taken, which is notanticipated.
The yearly salaries of the county officers now are as follows:
Those of the tenth class are higher
except in the case of the Treasurer
and the Superintendent of Schools.
