WASHINGTON LETTER.
Our Cérrespendent Comments on
National Matters.
Wasuinerton, D. C., Dec, 22, 1890.
Eprror TRaNscrter—Senator Spoonjer made a calm, deliberative argument in favor of the Federal election
bill that was in striking cont:adt with
the impassioned utterances of the
Democratic Senators against that
measure. He utterly demolished eyery argumetit” yet advanced agaist
the bill. and stated his belief that such
a law was necessary, if the ballot box,
the foundation of cur liberty, ia to be
kept pure and _ honest. There was
not one word of personal or party
abuse in Mr. Spooner’s speech ;. he
started out by saying that the bill
covered a question upon which there
was room for an honest difference of
opinion, and he showed all the way
through that he recognized the right
of others to differ with him, and that
is a great deal more than any Democratic Senator whe has spoken on the
bill has done. —
The Democratic Senators are doing
everything they can to prevent any
action being taken on the financial
bill. One of them—Mr. Reagon —
has: already offered an amendment
providing for free coinage. There are
a number of Republican Senators ‘hat
will vote for free coinage if it gets before the Senate, but more than twothirds of them believe it. would be iujurious to the best interests of the
country to pass a free coinage bill at
+} the present time, and rather than see
a free.coinage amendment tacked to
the bill they will sacrifice the entire
bill. In fact some of the ablest financiers~in the Senate, including such
men as Messrs. Allison, Morrilt, ' Aldrich.and Sherman, have expressed
the opinion that the finances of the
country are in a fair way of righting]
themselves without legislation, and
while they would support the bill
providing for the purchase of the additional 12,000,000 ounces of silver
bullion and for the recuinage of. the
$25,000,000 in fractional currency and
trade dollars they do not favor taking
any chances on free coinage.’ That is
just the situation as it exists today.
Senator Ingalls asked for and obtained two weeks leave of absence
Saturday, and yesterday he left for
Kansas, where. he expects to remain
until the Kansas legislature decides
who &hall succeed him in the Senate.
He takes with him the good wishes of
every Republican in Washington
from the President down to the humblest member of the party, and on every-hand one hears the wish, someKansass may ace the wisdom of giving
her brainy son another term in the
Senate, a wish in .which I most heartily join, as it would be imposible for
Kansas to elect a Senator who would
reflect more credit upon the State than
Mr. Ingalls has. done.
Senator Paddock tias” given notice
that ifthe debate on the elections bill
is to. be protracted to any great extent
he proposes asking the Senate to take
up his Pure Food bill, which is demanded by the farmers from one end
of the country to the other.
Senator Pettigrew has introduced a
bill to prohibit the sale of firearms
and au:munition to Indians on reservations.
Senator Platt has offered a vials
tion appropriating. $100,000 and
authorizing the President to obtain
from the German goverment, if possible asupply of the censumption remedy
‘known as Dr. Koch’s lymph and the
formula for its mauufacture, in order .
that it may be distributed throughout
this country.
The President will, I am informed,
send with the correspondence relatjing to the Behring Sea controversy
‘. which is togo to Congress shortly, a
special message explaining and giving
his views of the situation, which is
considered to be grave.

The Chief ef the Nevada Rifi-s
Saye it of That Cempany.
The other day the Transcript had
an item reminiscent of the Nevada
Rifles, an ol.l-:ime militia company of
this town, and the writer intimated
pretty strong that thé Rifles did’ not
thirst for gore when the loud alarum of
an outbreak among the Indians of
Siskiyou reached this camp, but on
the contrary failed to respond when
called to the front. Editor Shoemaker of the Grass Valley Telegraph
taker exception to the TRaNscrirr’s
version and says:
In the first place, while correcting
the above, we miay stute that Rufus
Shoemaker was never a Colonel and
tiéver expects to be one and does -not
want to be.
The item in the Transcrier was
written by the senior proprietor of
that paper, N. P. Brown. N.P. Brown
was the Fourth €erporal of the company, and he was a good Corporal.
Olten and often the Captain wanted
tv promote him, but never could find
the opportunity. Niles Searls, First
Corporal, I. N. Dawley, the Second
Corporal, and Anson G. McCook, the
Third Corporal, would riot resign nor
“would either of them do anything
whieh wourd cause their being reduced
tothe ranks. And go the upportunity
was -never given for the profiotion of
the best Corporal in the company.
But the old Nevada Rifles never refused to go to battle, notwithstanding
the fun now poked at that company
by Corporal Brown. That company
was a fighting one. When it was first
organized it wanted to go to San Francisco and there effect a junction with
the Marion Rifles, and cleat out the
well thatthe expedition was not undertaken, as the result would have
been a sojourn as prisoners of war in
old Fort Gunnybags.
The Nevada Rifles was composed
mostly of fighting men. Many of the
members of that company took an
ictive part in the war that came
along soon after the company’s disbandment. Corporal Anson G. McCook, now secretary of the United
state Senate, became a General by
his own merit. Others of the old
crowd went where bullets flew thick
and where shrieking shells bursted
low and we do believe thaé not one of
them ever turned his back on danger.
It isa joke, the usual one on the
citizen ealdiery, to say that the Nevada
Riflles were ever afraid of a few injuns. ,
MILLIONS IN GOLD.
Remaining Unavailable Because
ef Unjust Judges.
Says the San Francisco Call of Friday: H. B. Wheaton, Superintendent of the Excelsior Min ng and Water Company, located at Smartéville,
is intown. “There is a prevailing
opinion abroad that placer mining is
played out,” he said last night. “It
is,” he continued, ‘‘a-great mistake.
The ehutting down of the hydraulic
raines has put a temporary stop to it,
true, but the body of the gold has
not yet been touched in this State.
Back of Nevada City, for instunce,
and extending to the Oregon line,
there is. a range of hills that has
never been worked because of the
anti-debris law, and experts estimate
that there ia from $2,500,008 to $5,000,000 in gold to every mile; in other
words $2,500,000 to $5,000,000 locked
up because :t cannot be mined in pay‘ng quant ties except by the hydraulic
process. Juet think of that, and then
wonder that the miners feel aggrieved
over the law that holda them in
check.”
