Two Well-Known Newspapers’ “Views of the
Situation.
{Marysville Democrat of Friday.
The San Jose Mercury says that if we
may judge from the tone of the press in
the counties watered by the Feather, the
Sacramento ani the San Joaquin rivers,
and from that of the counties where mining has been one of the most important
industries, it seems certain that “the
whole question of hydraulic mining is to
be opened up for revision and rejudgment ; nor can it be doubted that the reopening of the question will call for careful consideration. An apparent dilemma confronts the law-maker. In is
quandry the only possible way of doing
justice is to secure for both the® miners
and farmers the full enjoyment of their
property. This may be difficult, but. it
is not impossible. ~“‘There*is sufficient-engineering skill in America to provide'a
way by which hydraulic mining can be
carried on without injuring the rivers or
the valleys. To make use of this skill,
however, will require an elaborate series
of works that can be effectually carried
out only by the Government. It would
seem, then, to be the duty of the Government to provide such works. Certainly there is nothing inequitable in such a
claim. The money paid for the mining
lands was received by the Government;
and was received with the distinct understanding that the lands should be used _
for mining purpeses. What can be more
equitable, therefore, than that the Gov-.
) ernment should take the necessary steps
to enable the mines to be carried on with
profit to the owners and, without injury
to others? Ifthe facts are presented to
Congress with force and° with clearness
it can hardly be doubted that some appropriation would be made for the. purpose. This, at any rate, is the proper
course to pursue, and before the struggle
between the river and mining counties
becomes too warm for harmonious effort
It would be well to have the whole State
delegation in Congress combine in urging
that some stéps be taken to this end at
once. :

The hydraulic miners of this State have this city on the 20th of January, 1892, to
consider the questions in which they are
particularly interested and to concert
measures for an appeal to Congress to
take some action in their behalf’ They
recognize the fact that they must obey
the law as ithas been interpreted by the
federal courts, but they believe thaSthe
United States can take some action which
will permit them te carry on hydraulic
«mining without injury to the interest of
the farmers or anybody else. z
To this there cau be no objection urged
_--.whatexer_by the farmera.or.by.others. If . .
there can be some plan devised by which
the gold mines of California can be worked in such a way as nottofill up the
streams with debris and ruin the land lying adjacent to them, and by which the
channels of the streams may be kept
free and clear of silt, it would be a magnificent thing for the whole State. It
would unlock millions of: dollars which lie
hidden in the soil of the meuntains and
restore an era of good times all through
California.
The farmers should not take alarm at
this convention, which is to be held in
January, for it is intended only as a meeting for consultation and discussion. It
will not be a legislative body, but it will
be an assemblage of earnest men who
want to find some way to carry on one
great industry without harming another.
No doubt there will be a great many
schemes proposed, some of them
very impracticable ; but among them
there may be some which could be carried into practical effect with the aid of

An Author Absent on His ‘‘First. Night.”
The famous play, “The Lady of
Lyons,” was in rehearsal in the early
part of 1833.~~On the evening of Thursday, Feb.'15, it was announced for representation. Curiosity had been for
some time excited regarding the power
and brilliancy of this play, and the first
representation was therefore attended by
an unusually large audience. Men and
women of rank and fashion filled the
boxes. The curtain rose, and the play
began amid breathless interest. Macready, who took the part of Claude
Melnotte, had never acted with greater
forceand energy; Miss Faucit(now Lady
Martin) played with dignity and grace;
and before the first act was finished
every one predicted that the drama
would prove successful.
Curiosity regarding the author was
now rife. A thousand surmises were
made asto hisname. None seemed to
recognize the work as Bulwer’s. As the
play—went—on-theapplause increased.
Miss Faucit not merely won plaudits, she
drew tears from the audience, ‘Her
first indication of changed feeling,” says
