Chronicle, .the Miners’ aud the Farmers’ Friend. Chroniéle of Monday:—Senator Berry of Arkansas, one of the conferees on the hydraulic wining bill, acting, as he-says; under an express promise made to his cousin, ex-Cengressman C. -P. Berry-of this State, has tied up the hydranlic miaing bill in conference, because he would hot consent te a modification of the penal ‘clause of the bill on which the rest of the conferees have agreed. Five out of six of the conferees want to amend the penal clause so that it shall read: ‘‘Any person ér persons, company or corporation,: their agents or employes, who shall mine by the hydraulic process, directly or indirectly injuring the navigable waters of the United States in violation ofthe provisions of this act shall be guilty of a misdemeanor,” the change consisting of the insertion of the clause beginning with the word ‘‘directly,”” but to this C. -P. Berry objects, and his cousin, Senator Berry, upholds him in his objectiori. A very good argument might be made, we imagine, against a Senator of the United States setting up the judgment of his cousin against the deliberate opinion of such men as Senators Stewart and Mills and Representatives Cowles, Tewnsed and Caminetti; but it may be bettér te waive that and request C. P. Berry te explain to the people of California why he persists in holding bis Senatorial cousin te the strict performance of his promise. Were the hydraulic mining bill —<qnerely une to permit the resumption ory hydraulic mining, witheut regard to the _eare of the rivers and streains of Califorthe interests.of the farmers of this it would be easy to see why. P. nia or. State, Berry of fact the bill is quite as much in the interest.of the farmers as of the miners The addition te the penal clause referred te was made by Senator Rodger Q. Mills of Texas, a strict censtructionist of thé Constitution, and, in his opinion, going te the full extent ef the interest ef the United States in the matter. If hydraulic mining can be carried on, without injury to navigation or to land adjacent to streams and rivers, there cat be no more reason for stopping it thar for preveiiting the growing of potatoe: or_corn._or grapevines. Eyerydisturh ance of the earth’s surface operates «to send more or less solid matter into th: streams, and it would be just as reasonable to make it an offense for a man t pliant a vegetable garden on a hillside where a stream runs below as ‘to shui of hydraulic—mining except where, the proposed amendment says, it would a= directly or indirectly injure the naviga— blé-waters of the United States. If -C ~P. Berry wants to enjoy a continuance of the general respect in which he has been held in California he will abandon his unwise centention and telegraph t ‘Senator Berry his consent to the amendment proposed te the penal clause of th: bil. <@+ DESPONDENCY, caused by a diseasec liver, can be aveided by taking Simmon: Liver Regulator. — A spopy of meteoric iren of an esti mated weight of 20,000 pounds has just been discovered near San Antonio, Texas. It assays 97.5 per cent of pure iron and 2.5 per cent of nickel.
