In tle course of his inaugural address delivered at Sacamento Thursday Governor Markham said: : One important branch of our industries, that of hydraulic mining, is ata stand still, and will never be revived, unless vigorous steps #e taken by the General Government. : Congress and the Courtshave placed the strong arm of the law u pon this industry, and crushed it out of existeace. I need not repeat ita history, for it is fam)liar to all of “you and fothe people of the State. No relief could be expected from the General Government, were the working of these mfnes beneficial to this State alone. It was from the goldfields of California, however, that the . millions were taken that assisted this} financial perils. : These same gold-fields yielded the ‘enormous amout of tiearly a billion and a halfof the precious metal, thereby replenishing the Treasury of the United States with that needed mediumf exchange. It issaid that it will be difficult, if not impossible, to devise means whereby gold can be-extracted in paying quantities without injury to the farm-owners in the valleysor injury to the navigation ef certain streams. If that be true, it should be gvoided. Kut I have such confidence 000,000 of people in this country that I fee! sure in saying that if an earnest effort were made on the part of the General Government, for that purpose, the result would be accompanied with profit.to-the whole country. In my judgment no industry would more richly repay a reasonable outlay on the part of the Government than this. I suggest, therefore, that the subdject be thoroughly agitated, Congress memorialized, and eur Senators and necessary steps to bring the mutterproperly before Congress at the earliest moment pdssible.. Congress preperlyexpends thoubands of dollars every year in experiments and investigations, which in the o inion of, its members will promote the public inofthe country. The most thoroughly qualified men of the age are empluyed for this work, and-all-the means that science and skill can evolve are brought into requisitiun in solving the problem.
