Nicholas Bergdanoff and Nicholas Levinsky, the mining engineers in the employ of the Russian Government, arrived in San Francisco on Wednesday frown Nevada City, where they had been for ‘purpose of inspecting our mining facilities, with a view of noting any improvements in our methods which would be of interest to their own people. They arrived here from St. Petersburg on November 27th last, says yesterday’s Chronicle, and since then have been traveling about our mining di8tricts secking information.They will leave after the Miners* convention, which will take place on the 20th to 24th insts. and will continue their obstivations throughout -Oregon,; Montana; Idaho and other places, until they are p.epared to return to the Russian capital, which will be about September next, : a In their peregrinations they visited thé Grass Valley and Nevada City mines, with all of which they were pleased. The San Francisco Po;t galls attention of the State the great importance which a ate, intelligent di of aq which involves the best interests. of California—that is, whether some plan can be devised by which hydraulic mining can be carried on without detriment to other industries, particularly the agricultural, and this plain statement should be enough to establish the vast importance of the convention. It is agreed on a!l hands that the development-of the mineral wealth of California is eminently desirable. It is also agreed that in many parts of the State there is no_ kind of mining which is so cheap and go exective as hydraulic mining. These points being conceded, it -is method, if there be any, by which such mining can-be-eonducted harmlessly, or, if there is no such méthod, to have that definitely ascertained and settled once and for all. tag? jon Phe coming convention -witt eiibraGe ings.” Although Russia, they. say, has-mahy s thousand mines in working ordir, thé methods are. rather primitive, and our California improvements will be adopted upon their return to St. Petersljurg. Most of the mining in that cnn is carried on in the Ural mountains, which ‘divided European from Asiatic Russia. A great number of the mines are worked by the Imperial Government, although most of them are owned by . private corporations. Siberia has ne quartz minesin operation, but her gravel works are innumerable, and are all worked on the old atyle, oron the placer principles, and while there is enly ene hydraulic mine, situated in the Yrkutsk district, they propdse to handle this method more freely in the future, as they think it the cheapest and best, although the heavy winters experienced in that section will preclude the possibility of more than five months running in the year. They expect great wealth from the mining industry when the Trans-Siberian railroad,now in course of c nstruction, is completed, as it will open up a hitherto undeveloped country rich in minerals. Referring to the profits derived from mining they seemed to think that the laborer received too high wages in this country, the miners in Germany getting only about 3 marks, or 75 cents.a day, while the Russiaus receive only about 1 rouble, o: 50 cents, although the latter get free lodging accommodations and a small tract of land. .Yet they remarked that the Russian lived, as well as the American for the simple reason that it only costs about 70 cents a day to keep a whole family in comparative comfort. The New Half Dollar. ‘The half dollar being issued this year is dissimilar in a good many ways to the coin that has hitherto been in use. Instead of the stamping of Liberty on a shield there is simply the head of the Goddess crowned with laurels and with the word ‘‘Liberty” stamped just over the forehead. The legend ‘‘In God We Trust” also appears, and there are the thirteen stars representing the original States. The reverse: side contains an eagle with spread wings and carrying a branch of olive leaves and a sheaf of motto ‘‘E Pluribus Unum.” Half dollar is spelled out instead of appearing ‘‘ Half Doll,” ag in the old issue. —————— SS Taken for a Crank. There. will be some unwise suggestions, possibly, but the convention will be in earnest and will not waste much time with impracticable projects. : The convention will recognize the existing law and will make no attempt to legislate it out of existence, but it will formulate plans, if possible, by which the law nay be so modified as to permit the revival of the industry which gave Califnia her original place as a land of wealth and promise. Valley farmer brandishing a club labeled is to.be a meeting for the calm, err Unreasoning Prejudice.” Uncle Sam in his shirt sleeves and with clenched fists has just arrived on the scene as the story opens, and exclaims in thundering tones, ‘‘See—here, Rusticus, drop that club and fight fair or I'll take-a hand in this little ‘scrimmage myself.” The picture describes the condition of things to a dot. The Wasp editorially says in the samé issue : . Much is expected of the Miners’ Convention which meets in this city en the 20th instant, and the matters to be considered -are-of-paramount importance to the State.
