THE DAILY TRANSscRIPT. BROWN & CALKINS, Proprietors. MONDAY EVWNG, JAN. 25, 1892. SS CONGRATULATIONS BY THE RECORD. Nevada County Has Been the Greatest Sufferer. We vongratulate the people of the State, the mining and the river communities especially, upen the work thus far achieved, the good feeling and common purpose now manifest, and the prebability of an outcome of joint and harmonious effort, that will be of. first importance to the river and the mining sections, and in accordance with the expressed desires of each. The Record-Union feels that it has the right to extend these congratulations because it has long locked for the present gratifying status of affairs to be establislied; because it has never entertained animosity, or expressed unreason in the —is-}. sues between river and mining sections. It has uniformly declared its desire that the industries of both should be preserved and promoted, and to that end has in and out of season urged that the best policy and shortest road to a final and satisfactory solution of the debris question lay in appeals to the Federal Government to do ite duty to the river as a navigable Union presented that phase of the question, holding that persistence in pushing before the Government the commercial and navigable importance of the river must result in the Federal authority either utterly repudiating a policy as old as the history of the Government itself, or else in ite entering upon the work of river treatment and protection under its ebligatien to preserve navigable streams as the free highways of the nation. Contident, then, that if that were done the debris question would be solved, we are today equally convinced that such will be-the result when once Congress puts its hand to the werk. ; And now to point out to the Miners’ Convention, which has wisely made itself ® permanent body, one important omission in its presentation of facts. It should have recited, and in language forcible and unmistakable, that the cessation of hydraulic mining lost to all the counties in which conducted not only a vast output ef the precious metal, but it disastrously reduced the populatiun of such counties. It ought to have been shown that in Nevada county alone there was, despite the law of increase of pepulation, a total loss in the last decade—1 880-1890—of 3,000 people. Now, the revival of the mining industry will repopulate the mountain districts. This loss and thw Prospective gain, and all it means to industry and to civilization, ought, we submit, to have been.set forth. As to the important question -whether the mining industry shall support Chinese or white civilization, that is inextricably interwoven with others. Rehabilitate mining, repopulate the mining districts and white labor will drive Chinese labor out by ‘natural force of circumstances, The Chinese flourish im this day only apon decaying mining, not in mining communities prosperous and progressive. @The convention, with emphasis, asks Congress, in ordering any work done, to exclude the possibility of Chinese being employed upon it. That'was well put. If the committees that go te present the petitions to Congress neglect to secure the incorporation of that proviso in the expected bills they will be worthy of all repreach. Let the Federal expenditure go into the palms of white labor ony; the order of industry that builds homes, founds States and maintains the Anglo-Saxon civilization and defends free institutions. Let it be seen to that the prohibition against the employment of Chinese under any and all Government contracts for river werk and. river pro’ tection enters into the Congressional legislatien so clearly and uninistakably that there can: be no evasion of it. “Public Taste’’ Hams and Bacon And Lard are the best.
