The Transcrirr reporter visited the Milton mine a few days ago and went all through it. There were about 25 men at work, and the gravel was being raised 42 feet by an elevatorinto a fluine and. carried down through ‘the diggings to a dam. ‘The dam is so constructed that no debris whatever goes over it. ‘The water running belew the dam is as clear as crystal. Warfield, the female viticulturist of Glen Ellen, who has been suffering with pneumonia, has been given up by her physicign and is rapidly sink‘ing. Last week Mis. C. T. Grass Valley Union: The examination of Vincent Siguel, arrested for burglarizing the cabin of J, J.Owens, on Rattlesnake Creek, was not held on Saturday, as the prosecution wax not ready. The wound in Siguel’s leg was evidently made by shot, but he stoutly denies it and says it was from a fall, he received some days previous to his arrest. The accused is a man about 70 years of age. : HOW IT WILL WORK. The Installment Plan of Paying Taxes Bad for Schools, The Sutter Independent has the fullowing to say of the new plan for paying taxes: By reference to the notice to tax-payers in another column it will be seen that the second installment of taxes does not become delinquent until the last Monday in April. Of course our Collector will not settle with the State until the time expires, It will then be about six weeks before the State Superintendent will complete his apportionment, which will be about the midd!e of June. Our schools will all close before that®time and how are the Trustees of the several districts to know how much money they will have, or how long to continue the schools? There is a difficulty about this feature of the law which it was probably overlooked when it was being framed; The majority of the schools close at least as early as some time in May, and as the State fund cannot be used exvept for-teachers salaries, how are final settlementa to be made with teachers? As to the county fund, many of the schools will probably close before that can be apportioned—after the last Monday in April—which will increase the difficulty. On the whole, the ustallment plan has not beenas—big—a “hing as was anticipated, Grass Valley Road. An Interesting Sketch of a Lady-Well Known Here. Yesterday’s San Francisco Call pub. lishes the portrait of Mrs. Jefferson Q. James, who is well known at this city, and says: She was born in Pike county, Mo., Elk Lick Springs, the old homestead of the Rector family—a. family noted both in Missouri and~Virginia— where Rectortown was named in honor of Mrs. James’ father, Her relatives in this State are all well-known citizens, ainong whom are the Rector brothers of Nevada City. Other relatives are the Douglasses of Virginia. Mrs. James is the wife of one of our millionaires, a large land-owner all over the State, with a bank at Fresno. She was married at Elk Lick Springs in 1860, and came here three years later. At her home she is surrounded by her only daughter and son-in-law, Mr. W. C. Graves, and three little grandchildren. As her picture will show, she is an extremely young-looking weman to be a grandmother. The Jameses are a family of attachments. One instance ‘of this is, they have lived in their handsome fourstory house at 2131 Howard street for nearly seventeen years, and have had their coachman and one er two other servants for nearly the same length. of time, _The family is noted for their great kindness of heart, charity and hospitality. ’_ Superior Court. "Phillips, MINERS’ DELEGATES, The Constitution and By-Laws. i The executive committee of the Cali. . fornia Miners’ Association held a meeting Friday in San Francisco, Messrs. Neff and Ralston ‘acting as president and secretary respectively. San Francisco was made the headquarters of the association. A committee was appointed to meet and confer with the executive committee of the Kiver and Harbor Convention of Sacramento at the call of the chairman of that convention, consisting of Messra. R. G. Hart, J. K. Luttrell, William Irelan Jr., J. B. Hobson and Frank McLaughlin. A committee of three was also selected to proceed to Washington in order to lay the convention on Friday. They were directed to use their very best efforts’ in inducing the: lawmakers to make the.ap propriations asked for. Charles W. Cross, a prominent San Francisco lawyer, Robert McMurray, owner of the Delhi mine in Nevada: county, and J, B. that its object shall be the protection and fostering of the mining industry of this State in all its branches. All person. friendly to mining interests are eligible to membership. In the absence of a county organization parties who desire may unite with the State association by forwarding their names to the secretary and paying a membership fee of $1. Such persons will be entitled to attend to meetings of the asscciation. County organizations may admit noneresidents as members, Each county organization is entitled to one delegate to the State convention for each ten members, to be selected as such county organization may detbrmine.The most impcrtant. proviso of the by-laws grants the executive committee the privlege of levying assessments upon county organization as the needs of the Asssocia tion may require. Codper died of pneumonia at his-home at Selby the California Miners’ Association be in. Flat. He was born at St. John’s, Newfoundland, October 10, 1519, and came to California in 1853 and to his late home in 1856, His wife died seventeen years ago, and ason, J. M. Cooper, and four daughters, Mrs. T. C. Randall, Mrs. F. L. Cooper and Misses Ina and Allie Cooper, survive him. He was a man; f genial nature and sterling worth, and was highly respected hy all who knew him. On Tuesday last Mr. Cooper was in this city for the first time for over a year, aud he told a number of his friends that he was feeling very well. The day following he was taken sick: The funeral will take place from the family—residencetomorrow afternoon at one o'clock. : The members of Nevada Lodge, F. & A.
