bill in Congress regulating the naturalizaThe chief

law are: Ist, Extending the time that a
person can deelare his intentiont to one
year; 2d. Restricting the number of
certificates that can be issued in any one
day ; 3d. Restricting the judge to examine
the person as to his knowledge of the form
of government of the United States and
the duties, privileges and responsibilities
of citizenship, requiring the judge to certify to the facts found, and authorizing
him to refuse to grant certificates to those
found not qualified; 4th. Requiring a fee
of $10; and 5th. Requiring 30 days notice
to be given by publication that the person
intends to apply for his certificate on a
date set, and allowing objections to be
made.

Henry Plummer’ First Murder Occurred
at Nevada City.

by A. G. Turner, is located at Hunt's

The mine adjoining Mrz Turner’s claim
is owned by a gang ef Chinamen, who
are drifting it on an extensive scale.
From good authority it is known that
the mine has yielded about one hundred
thousand dollars since 1883.
Adjoining the Eastern and Maine mine
on the south is the Jenny Lind, owned
by.M. L. Marsh of Nevada City. This
man, at-One time editor of the Territorial Enterprise, Virginia City, but now a
vesident of Sult Lake, contributesa story
entitled: ‘Karly Nevada Days.” This
‘paragraph occurs in the’ lengthy article:
In November, 1861, Henry Plummer—
the arch fiend in the hideous demonarchy
of'those days, who afterward organized
and, while Sheriff, direcied the operations of the most notorious band of road
agents and murderers that ever terrorize mining regions and was hanged by
the vigilance committee at Bannack ,
Mont., in 1864—came to Carson City. He
was mtn @ murderer and fugitive from
justice in California. A requisition had
preceded him and the authorities were on
the alert. He found an old acquintance
and friend in William H. Mayfield, a
professional gambler, who-hid him in his
cabiu until preparations were completed
for more safely secreting him in the loft
of Jack Harris’ house by cutting through
the lining of the ceiling and placing a bed,
provisions and other necessaries, —together with the fugitive himself, upon the
girders, and afterward closing and convealing the aperture. ;
The Henry Plummer referred to above
when @ young man resided in this city.
Before he got into bad company he was
highly respected, sober and industrious.
He kept a bakery here at the place now
occupied by Mrs. Perry, on Pine street.
He got into politics and then commeneed
“running with the boys.” He was elected City Marshal, and while he held that
office he was in the habit of visiting the
wiie of John§Vedder, a gambler, who resided on Spring street, nearly epposite
where John Kistle’s house now stands.
Vedder got wind of Plummer’s visits and
went home ac an unusually early hour
one night. He entered the back door of
the parlor, where he found Plummer and
his wife together. As soon as Plummer
saw Vedder he pulled out his ready revolver and fired at. him, The latter ran
down the back steps, followed. by Plummer whe continued shooting. The -gamvler was killed. Plummer was tried for
murder. His lawyers set up and proved
that it was a real case of self-defense,
but ninety-nine per cent. of the people
of this town believed it was a cold-blooded
murder, Soon after this, having been a
terror to the Nevada City people for
years, to their great relief he left the
town and was hung as above stated.
A Stirring Address.
The Republican State Central Committee
has isgued a stirring address to the Republicans of California, calling their attention to the issues of the coming campaign and the policy of the party: They
urge the necessity of immediate organization and united action on the part of
forth in the address. They ‘also call the
attention of voters to the change: in the’
election and registration laws, and the
necessity of athorough education in regard to them, so that voters may act intelligently in exercising their right of
suffrage. — =e

Fire Last Night.
An incipient fire in a Chinese washhouse on Broad street caused am ularin
to be rung last night about ten o'clock.
A range of stevepipes in the drying room
of the ‘‘joint” collapsed, filling the
building with smoke and creating consternation among~the heathens. The
services of the fire brigade were not
needed, as ufew buckets of water extinguished what fire. there was. The
only damage done was a general mix-up
of the various ‘‘ washings” in the establishment,
‘Certainly Not a Better Display.”
The Palermo Progress, in its extended
report of the recent Citrus Fair at Auburn,
contains the following paragraph: ‘‘Yuba
county, under the engineering of J. K.
O'Brien, set up a display of fruit fine
enough to-carry off the third county prize
‘without any intricate design to set them
off, and there certainly was not a better
display in a small compass than Yuba
county’s. The county should thank young
O'Brien for securing them the honor of a
high standing as a citrus county, in the
fair. ” : .

A Sixtecn-mule” Team Arrives Hore From
Since the Minera’ Convention; where
the miners and farmers joined hands in
favor of the resumption of hydraulic
mining under restrictions agreeable to
both ‘parties, the feeling here has radically changed towards the Valleyites.
Heretofore, when a load of goods arrived here from Marysville, the sight of
it to most of our people affected them'as
bad as waving a scarlet flag in front of a
bull.
Things have changed now. On Tuesday afternoon a sixteen-mule team with
@ sch.oner and two back-actions pulled .
our merchants. These goods were
sent by way of Marysville just to show
the people down there that we had
buried the hatchet as wéll as the toma

That Decision.
The Supreme Court has decided that
the supervisors have no legal right to
allow a salary to any deputy county
officer. On the list, as -published, this
county is included. The only offieers

Glashan, Deputy District Attorney, at a
salary of $125 per quarter (three
months), and H. J. Wright, as Deputy

Trustees will hold a special session. At
that meeting the subject of allowing
saloons to keep open after midnight will
be thoroughly ventilated. It is rumored
that the City Fathers will be honored by

ladies of this city, who will enter an emphatic protest against any change being
made in the ordinance, .
A Bad Boy.
News Letter: Banker A. CO, Hen.y's
son George, of Oakland, has somewhat
blotted the family escutcheon by opening
this week a saloon right in the heart of
the City of Oaks. He has sarcastically
named the place ‘The Four Hundred,’
probably in revenge for his treatment by
seciety people,

‘DB TOWNER DEAD,
An Old Truckeeite Passes Peacefully
Away.
D. B. Towner, one of the oldest and
best known citizens of Truckee, died at
that place on Tuesday, says the Bee.
Deceased was a brother of Mra. W. D.
Perkins, wife of the State Librarian, and
of Mrs. P. S. Lawsen, wifo of our wellknown pioueer citizen. Mrs, Perkins
and Mrs. Lawson left for Truckee on the
noon ‘train.
Mr. Towner came te this Siate in pioneer days, and early in the fifties settled
at’ Rattlesnake Bar, in Placer county.
He afterwards removed to Truckee,
where he was postmaster “for'eight years.
For many years he has been Wells, Farge's
agent at Truckee. He was widely known
throughout the northern portion of the
State, and had the confidence and respect
due an honest man and_ upright citizen.
He was about 55 years of age, and leaves
a widow,
Hope They Will Change Their Minds.
It is now stated that, owing—to busihess arrangements, C. W. Cross and R.
McMurray will not be able to go to
Washington in the interests of the
miners. The people of this county will

A very important strike was made in
the shaft of the Telegraph mine adjoining
the W.-Y. O, D. onthe north, today. A

A Good Man of Grass Valley Has Crossed
The River.
Timothy Le Duc, one of the best
known pioneer residents of Grass Valley,
died suddenly yesterday morning, the
cause being apoplexy, says the Union.
He had symptoms of illness the preceding day, but they were not such as to
cause much apprehension. The news of
his death caused a painful surprise to
his large circle of acquaintances aud
friends, as he was a man who always
seemed to be robust and in the enjoymeut of good health, and his sudden decease was something wholly unanticipated. Mr. Le Duc’s residence here dates
back many _yeers since coming from his
native country, Canada. Beside himself
came his brothers, Thomas and Prosper,
all of whom have been constant-residents
of this county since coming to this State.
Mr. Le Due was a nian of amiable disposition, and always had a smile, kindly
greeting, and a pleasant word for all ac”
quaintances. His kind and sympathetic
nature was shown by a custom on hie
part that was often remarked, and that
was an attendance at funerals. No funeral ever tuok. place in town, when he

unless unavuidably kept away, always
driving his buggy in-the—processi-n;-and
since the announcement of his death it
has been remarked that no Grass Valleyan was more deserving of funeral
honors than he for the respect that he
had shown for the dead through so many
years. Mr. Le Duc leaves no family,
never having been married, and was in
the 65th year of his age. The time for
the funeral is yet to be named. :
