Marshal Hardin, under the State law,

suit against the Marshal and gained
their case in the courts of . Keokek.
The Prohibitionists appealed to. the
Supre me Court of the State, when the

were there successful. Chief Justice
was, “that Section 8 of the Constitution of the United States gives to
Congress the power to regulate commerce with foreign powers and among
the several states, and forbids the enactment of any law. which. conflicts
with this.”” He adds, ‘“‘Whatever our
views may be as to the deleterious or
dangerons qualities of particular articles, we cannot hold that any articles
which Congress recognizes as
not such,”’

constitutional.’”” This precedent he
claims should have been followed, for
the silence and inaction of Congress
for so long a period since this decision
seems-to require the inference that
Congress intended that each state
should be free to exercise the police
power for the public safety.
When such a difference of opinion
appears among these learned and honorable gentlemen, it is not strange
that men of lesser note, and, “whisper
it notin Gath,’”? women as well, are
interested, knowing that should a
change occur in the personnel of the
Bench, another rule might prevail ;
but do we desire this? A thoughtful
and iutelligent ‘‘whiteribboner’’ said,
“Tg all this hard work for local option
that has been done in towns and counties, and for prohibition in Maine,Kansas, lowa and the Dakotas, to be
Jost?”? After consideration she added,
“I believe we are being led tothat one
great work, national prohibition. This
is to show us that nothing less will
prove effectual, and we may regard
the,decision as a victory and not a defeat.’’A new phase of the old question ‘‘State rights’’ is presented, but
the very men who inthe past talked
the loudest and clamorously demanded the independence of the state are
the ones who todsy claim. that the
Constitution is menaced by State Prohibition. No reasonable persons,
none of common sense who are capable of an opinion deny, that intemperance causes crime, or that it is the direct
factor in the great proportion of all cases
of felony. Why then is not Justice
Gray correct in bis belief that the
traffic in alcoholic liquors comes under
police eupervision?
The battle waxes hot and fuarious.
Every device of the-evil one will -be
exhausted before the Liquor Leagues
and the liquor dealers are finally overpowered. Their money stimulates the
brains of their emissaries. Ifthe original package dodge had been thought
of forty years ago, bow easily slaves,
which were property, could have been
taken into ally state in the ‘original
unbroken package.”’ ‘‘Verily, we are
wiser than our fathers.”
All this only shows that we cannot
rest upon our oars. If every man and
woman who desires to see the curse of
intemperance swept from our country
will unite, their efforts will be successful. Congress will pass a law
granting toeach state the right to pro. hibit the importation of alcohol in any
form within its jurisdiction, or what
would perbaps be most effectusl, we
shall have an amendment to the Constitution of the United States prohibitiig the importation, manufacture and
sale of alcoholic liquors asa beverage,
wherever the general government has

The Secretary was authorized to
have the call for the primaries and
convention published in the Democratic papers of the county.
County Supervisors.
The Supervisors on Friday afternoon
allowed from the second road district
fund bills aggregating $390.64.
At Saturday’s session $799.10 was
allowed for. labor in the fourth road
district.M. C. Hogan was allowed $25 for
livery hire, .
It was ordered that a warrant be
drawn on the general road fund for
$110 in favor of the Citizens Bank for
road district No. 4.
Bills to the amount’ of $553.44 were
allowed for labor in road district No, 1.
1t was ordered that a warrant’ be
drawn on the general road fund for
$100 in favor of C. E. Mulloy for road
district No, 1.
The hill for repairing the bridge
across Deer creek near Newtown was
allowed.
The clerk was instructed to advertise for bids for wood. The advertisement will be found in another column.
