Ned McGowan, when hunted by the Vigilance Committee’s sleuth-hounds thirty-six yeara ago, was not more ubiquitous than outlaw Fredericks, the man James Brace and killing Sheriff Pascoe of Nevada county, He is “‘located” every day of the week, . and several times some days, generally in different cuunties. J.ast Sunday he was seén near this city and~also near Colusa; on Monday he was in the vicin-= ity of Forest till, Placer county, and on “Wednesday near Georgetown, El Dorado county. He has in the meantime been under arreat in Butte county, at Franklin in this county, and away up in Sierra Val. ley. Judging from the locations, however, and other circumstances, the most promising suspect is the Forest Hill and Georgetown chap, The man seen at Forest Hill on Monday was heading toward Georgetown, and Sheriff Conroy and Deputy J. J. Dyer of Placer at once started on his trail. Yesterday the fol‘lowing telegrams was received from the latter : Sheriff O'Neil, Sacramento: Man answering description ot Fredericks passed seven miles above here, heavily armed. Supposed to be going South. Will follow his trail. j J. J. Dyer, Deputy Sherift. Right on the heels of this dispatch, from. F. Clearance House. to your inquiry you may say that in common with others interested in the development of the material resources of Califoruia { should be very glad in. deed tu see the new laws affecting .the hydraulic ‘mining industry put into speedy practical operation, so that these mines may. resume work at once. That the stoppage of these mines seriously affected the gold output of this State there ean he no. question; and thet we need all the gold we can get there can alsu be Qo question. The gold in those grave! bills is an available source, of supply which we ought to draw Upon as s0on as possible. California stands pre-eminent aw the great gold producing State of the Union, having led all others in this branch of mining ever since the first disouvery here, Out of the aggregate of $33,000,000: in gold: yielded by the mines of the United . States last year California alone pro duced $12,571,000 of thet metal, or over one-third of the total. The next high est gold producer of the States is Colo rado,. which during the same year turned out about mx and a half millions. This shows how far above the others our own State stands in gold product. That California is still able to maintain its position so far in the first rank in this respect, notwithstanding the -closing down of its producing hydraulic mines in the Sacramento and San Joaquin river drainage basins, should be « cause of congratulation, especially now when so many silver and lead mines arc closing down-all over the country. Bu this-should-make our citizens use every . vffort not only to maintain this annua! gold preduct, but to increase it. That i¢ean be increased by the working of the auriferous gravel deposits is plain, and the recent legislation shows that there is evident desire. on the part oj the State and Government. to see theae mines again in operation. the State has through its Governe: and the Legislature, “asked Congress to assist in the rehabilitation of. the hy‘raulic_mining industry of: California, atid Congress has complied with the-requeat to the extent uf passing ® special law and providing a special commission of engineers to carry it out. The miners theinselves must pay for the impounding works required under the new law, no appropriation having been made for any ‘uch works. The miners are. ‘merely given permission te work under certain conditions. and restrictions. Many of them, I am told, will not be able to build these works, from lack of means, their mines having long been closed down, and therefor profitless. More~ over,*the members. of the Engineering Commission, having many other important duties to perform in connection with river and harbor work, are unable to give more than partial attention to the mining question. ‘This is to be regretted and it is to be hoped that measures of ‘relief wil be asked for and applied. To rehabilitate an industry so long dormant will require active steps on the part of all its advocates and the citizens of the State should lend euch assistance as they can. Che possible addition of eight or ten millions of new gold which these mines could turn into the channels of commeror and trade every year, if they were all at work, would make a very decided difference in our financial and ivdustria) situation in this State. Joun McKxs,& San Francisco, July 11, 1893, : vere A Ruinous Less. Why is it that people in general are so prone to disregard loss of strength, clearl) perceptible in bodily shrinkage, failurc of appetite, broken rest? Incomprehensible but’ true. The ledge would vary in size and the quartz iu richness, and although at times the outlook was very blue yet the plucky owners kept the work guing steadily on, They had many obstacles to contend with but they felt satisfied that there was a good mine there and kept digging away, sometimes tinding bright spots that paid them well and cheered them to keep on.
