Farmers’ and Miners’ ('onvention held in
this city on January 20, 1892.
The agitation which teu years ago resulted in the stoppage, through the injunction processes of the United States
Courts, of all hydraulic mining on’ the

caused a loss of at least $10,000,000 per
annum to the State and the circulating

IMPORTANT MEETING CALLED,
The Miners’ Association to Meet in San
Francisco Today.
Yesterday afternoon Judge Searls received a dispatch stating that.a very important meeting of the State Miners’ Association would be held in San Francisco
today, and that it was necessary for him
to be present. The Judge left on this
‘morning's train, The Association desiros to come to some understanding as
to the best course to pursue in relation
to the inining bill which has passed the
House, There seems to a difference of
opinion as to what action should be purSome~think that no attempt
should be made to push the bill thzough
the Senate, but let it remain as it is until the next session of Congress. The
senate will adjovrn this week and the
prospect is not good of getting it through
on account of the amount of unfinished
business on hand and the anxiety of the
members to get away from Washington.
Caminetti thinks he can get the bill
through the Senate, while Felton does
not believe it can be done. It is thought
that these Representatives have telegraphed to the Miners’ Association for
advice in thé niatter.

PASSAGE OF THE MINING BILL.

Final Test.

Wasuineron (1). C.), July 18.—The
House passed Caminetti’s mining bill today, at the opportunity which has been
offered in this session, by a vote of 143 to
46, more than three-fourths majority.
The fact is a sufficient answer to the
criticisims of the persons who have attempted to find cap.tal in the . ast vicissitudes of the bill.
The text of the bill, with all the
changes wh ch were made in it before
passage, is about as it came from the committee, except that in section 3 the last
sentence ‘is made to read :
“Hydraulic mining, as defined in sec+
tion 8, thereof, directly or indi ectly injuring the navigation of said river system
varried on in said lerritory other than as
permitte . under the provisions of this
Act* is-bereby prohibited.”
The end of the provisions in section 15
is made to read that ‘‘ {he owner or owners of such mine or mines be permitted to
commence operations, ”
Sections 20 and 24 are striken out entirely. In section 25, the word ‘‘may”
is changed to ‘‘shall” so as to compel the
“prevention of injury to navigable rivers,
instead cf leaving it merely permissable
tu prevent it. The appropriation of
$15,000 is made immediately available to
defray the expense of the commission.
Mr. Camiuetti late tonight broke away
from the friends who were overwhelming
him with congratulations long enough to
aay: ‘Tomorrow morniiag I am going
over to the Senate to camp there till we
Pauccecd in pushing the bill through that
body. I shall ask fora hearing at once
before the committee to which my bill
will be referred.”
“Do you know yet whit the reference
will be?” he waa asked,
“Not positively,’ he answered, ‘but
we shall try to send it to the Committee
on Mines. My original bill, you know,
is now in the Committee on Commerce
and haa been sleeping peacefully in a
pigeon-hole there. I don’t want this,
now that we have got it throug! the
House, to follow suit; it is important that
we get it into a committeé which will go
to work on it at once,” :
“You feel as sure of the success of your
bi'l in operation as you did of getting it
through?” ‘Certainly. This ‘Dill affects
the river as well as the mining sections
