Any one who adopts the practices of :edicine men or the arts of the conjure: i.» prevent Indians from abandonins _heiy barbarous customs is to be imprisoued between 10 and 80 days for the first offense and not more thaw six months for a subsequent one. The deterring of Indians from following civilized habits and pursuits, or their children from at. tending schools, is also included under this regulation. : The district court judges have power to solemnize marriages between Indians, the fee for each not exceeding $1, and they are to furnish certificates of such marriages. The Indian court in general term, comprising all the judges on a reservation. sits at least oncea month, and a majority constitutes a quorum, but any judgment to be valid must have the concurrence of a majority of all the judges on the reservation, and upon a failure of such a majority to agree the case must be tried again ata subsequent term. It has jurisdiction in all appeals from the district court and exclusive jurisdiction over all civil cases between Indians and in the administration of their estates, It will be seen therefore that the Indian courts are of no little importance, while of course the federal, state and territorial courts also haye a jurisdiction which need not be described in detail.— Kidnaped by Indians. An interesting incident in San Francisco. the other day was the gift of $20 by William T. Coleman, the head of the famous vigilance committee, toward making comfortable the last days of Ned McGowan. The latter was_ the leader of the lawless element of 1856 whose conduct brought about the murder of James King of William, brother of the Buffalo police justice, and the execution of the murderer Casey by the vigilantes. McGowan was himself condemned to death by the committee, but escaped, first to southern California and then to Europe. He afterward returned, stood trial for his offenses and. upon securing an acquittal assailed Coleman savagely in a newspaper which he started and in a history of his own career. About three years ago he went once more to California to sue the historian, H. H. Bancroft, for libel in his history of the state, but came to grief, and is dying of destitution at the age of 86. He was once a political boss, the head of a great gambling establishment and worth half a million.—Buffalo Courier, Works Both Ways. The district court has rendered a de cision in regard tothe Jim Crow car law requiring the railroads to provide se rate cars for whites and negroes that will seriously interfere with justice. The decision’ declares that the law makes no exception of deputy sheriffs or officers accompanying prisoners, and that a white officer having a colored risoner in charge cannot accompany im in the same car. The case arose over the sheriff of Lafayette who was taking a negro to an asylum for the insane, and who was forced from the car, By the decision no negro prisoner or lunatic can be conveyed by car to jail, prison or‘asylum by a white officer. The law will in this respect work a great inconvenience.—New Orleans Cor. Philadelphia Press. ‘ Edwin Booth's Successor. : _ Now that Mr. Booth has passed into history, the American stage is cleared of its conspicuous men. It can hardly be said of any living American actor that he is the leader of his profession in this country.
