The New Law. in: Relation to School Census
Marshals Now in Force,
County Superintendent of Schools, W.
J. Rogers, requests ‘the Transcriri to
call the attention of School Directors to
the new law in relation to.Census Marshals. Many important changes have
been made. The following is a brief
synopsis of the new law: .
Census Marshals must be appointed on
or before. the first day of April, and
must take the census between the tifteenth and thirtieth days. of April.
Census Marshals must report to the
County Superintendent on or before the
10th day ef May.
Before entering upon his duties the
Census Marshal must qualify and file-his-}oath of office in the office of the Superintendent of Schools,
If the Superintendent of Schools has
have it corrected, and if ne essary he
may appoint a Census Marshal and have
the census of the district retaken.
Should the Board of Education o:
Board of School Trustees of any city or
district refuse to ‘issue an order for the
compensation of said Marshal for’ hii
services, the Superintendent is authorized to issue his. requisition -therefo:
against the County Fund of such city o
-district without such order.
He must include in his report al
children who are absent attending insti
tutions of learaing and whose parents o
guardians are residents of the district.;
also the children of Indian parents wh

Craig, the leading lawyer for the Southern Pacific Railroad Company, were

had died in San Francisco Sunday
night, No news had_been received
here that he was ill, therefore his demise
wasa shock. Death was caused from
pnéumonia,Mr. “€raig came here with his parents,
Mr. and Mrs. H. H. Craig, in early
times and they lived on Ousto.uah Hill
many years. I ‘eceased studied law here
in the office of the late John R. McConnell, having as fellow-students Hon.
Thomas P, Hawley, at present District
!udge of the United States District Court
of the State of Nevada, and~ Hon. ‘John
Garber, now practicing Jaw at San
Francisco. Mr. Craig married a Miss
Hume, sister of the late Mrs. Wallace W.Williams, and subsequently
moved to Auburn, where for many years
he engaged in his profession and won the
reputation of being one of the shrewdest
attorneys in the State. He was twice
elected District Attorney of Placer
county. For a long time he acted
as Tesident counsel at that place for the
ago succeeded C'reed Haymond as general
solicitor of the-Southern Pacifie Com
pany, which position necessitated his
weeks ago he visited Sacramento in’ thie

Unealled For Attack Upon Ex-Seuator Cross,

from the Marysvillé Democrat of Saturday, under the heading of ‘‘A Sand Lot
Graduate,” just to. show how-low-down
a newspaper in the valley will get. The
mountain papers have had wore cause to
attack in a vile manner the paid attorneys of the Auti-Debris Assoviation than
the valleyites have to attack the miners’
attorneys, but have never resorted to
that kind of unmanly warfare, This attack upon Sena‘ or Cross is infamous:
y ‘‘Ex-Senator Cross who aptly represents the law-breaking and lawdefying
element of the, hydraulic miners, tvok
occasion on Thursday last to characterize
men whe are his superion in every. reSpect as “irresponsible persons led by
paid attorneys to misrepresent the people
of the-valley,” These remarks‘were directed at the gentlemen who appeared
before Governor Markham to ask him to
veto the Ford mining bill, and it was
said in a way that they considered’ it an
insu John C. White, the well-known
merchant and land-owner; of this city,
took exe ‘ption te the remarks and scored
the sand-lot attorney very severely, yet
he did net retract the uncalled fer libel.

ing hydraulic miners, who has just finished & contract fully in keeping with
the present occupation, that of lobbyist
inthe Leyislatare-during—the past session for the railroad corporation in an
effort to deceive legislators, is not the
kind of man to accu;e honest men of being ‘irresponsible persons led by paid
attorneys to misrepresent the people of
the valley.”’” He made_a.statement other
than this that is not. true, when he declared that ‘the persons he represent are
honest men voimplying strictly with. the
law and promises made in the Miners’
Convention, When he said the Ford bill
is honest, wholesome, clean, and seeks
vo do good, he followed the usual tacties
of a shyster when he has a bad case and
is obliged to chew wind: In fact, his
arguinent did not rise to the dignity of
being classed as plausible, yet he mide
up ‘for this deficiency in bombast-and
glittering generalities such as might*be
expected of a itnan hired to defend lawbreakers and hydraulic mining outlaws.

capital-stock of $1,000,000. The company will generate electricity with water
power on the Mokelumue river, forty-two
miles from Stockton. Nevads county
has natural water power that will soine

power for ‘transmission to distant points,
and this water power is much nearer
than is the case_at Stockton. ‘The coinpany which has for some time been
working on the South Yula river, constructing a dain and ditches, with the
view of establishing an electric power,

The decision was filed in the S@perior
Court today, and is as follows: °
After demurrer sustained the plaintiff
filed the amended complaint now under
review. The coriclusions at which I ar.
rived on investigating the.points involved
in the new. vleadings, were so at variance
with the position so vehemently assumed
by the plantiff that I concluded as a matter of precaution te call in other assist
ance in the disposition of the matter.: 1

Sacramento on this matter, His opinion
was prepared without any previous exchange of views with me. I agree fully
with him that the attempted plea that
the old agreement remains in force is insufficient to aver the fact. The old agreement might possibly have been revived
by appropriate agreement _to_that-effect,
Accident to Henry Richards.
We inadvertently left out in last evening’s Transcript an account of the
accident which befel our old friend Henry
Richards on. Sunday last. It appears
rifle when a cartridge bursted, throwing
open the breech of the gun and flying
out, striking him in the right eye. His
face was filled with small particles of
copper, besides being seyerely powder
