"VETOBD BY THE GOVERNOR The Donner Monument Bill Knocked in the Head at the Last Hour. A dispatch received by the TRANscrirr this afternoon from Assemblyman Richard Thomas at Sacramento, brings the news that Governor Markham vetoed the Donner Monument bill. -This-will_ be unwelcome news to many of the friends of the bill, but we presume the Governer’s desire to keep , within the fifty-cent limit prompted him to veto it, as well as other measures calling for appropriations from the State’s funds. Thomas Moranof this city has a violin that bears the inscription: ‘Made by Gaspard Da Salo, in Prescia, Italy, Fect Anno, 1600.” Mr, Moran wrote to L. O. Grover of Boston, Mass., an expert on old violins, from whom he learned that the last violin made by Gaspard Da Salo was made in 1613, and is owned in London, Mr. Moran feels assured—thathis violin is genuine as to the mark it . bears, and is not far from 300 years old, A Solid Institution. He Hasn’t Got ’Em. ‘*Tommy,” said a Nevada City father, WHAT (8: SAID aBoOT Senator Ford's Hydraulic Mining Bill, Which ___ Passed the Assembly. — Record-Union: The mining contingent, headed by Assemblyman ‘Ihomas of Nevada, rushed Senator Ford’s hydraulic: mining bill through the Assembly yester~ diy afternoon, shutting off the valley representatives from uttering their ~protests, and killing the amendment offered by Mr. Durst by a good majority. The bill proposes, in fact, to rehabilitate mining as long as no ““naterial injury” is done to the valleys. Mr. Durst’s amendment proposed to eliminate the work ‘‘material,” Mr. Durst spoke on his amendment Wednesday, setting forth its features, but was unable to finish his argument. Yesterday he read from the address of Hon. Jazob.H, Neff, delivered-before the: late Miners’ Convention held in San Francisco wherein he stated the miners should be careful in framing their resolutions 80 as not to attempt to.override the rights. of valley people. And pledging ‘the valley representatives in’ attendance that no legislation would be attempted to injure’ them. He claimed the miners were acting in bad faith by attempting to pass the . Ford bill. “But, notwithstanding your bad faith,” said Mr. Durst,. “we still have our constitutional right, as laid down in Judge Sawyer’s decisioa, which will prevent you from damaging our property or infringing on our rights. We don’t want any warfare, nor do we want to take up the bitter fight in the courts again, but we do claim we have not been fairly met, and will fight out the issue at . the proper time and in the proper place.” A point of order was raised on Mr: Durst that he had consumed ten. minutes in discussing the amendment all the time allowed under the rules. He was torced to take his seat before he finished his argument. The previeus question was moved and carried, which shut off Major Anderson and others from debate. The previous question necessitated the putting of the question on the amendment and on the original question also, which was-whether the bill sHould be ordered to-a third read ing. Mr. Durst’s amendment was lost by a vote of 15 ayes to 53 noes. Mr. -Shanahan-then moved that the Dill be read the third timeand placed upon itsfinal passage. It was then 3:30 o'clock, and Mr. Anderson raised the point ot erder that the hour for the taking up of the special file had arrived and further consideration of the bill should be postponed. Speaker Gould rnled’ that Senate bills (under which the Ford bill was being considered) were not taken up until twenty-tive minutes after the regulation time, and consequently the bill could properly be considered. eR, Shanahan, Thomas and Schlesinger moved the previous question on the fina] passage of the bill. It is tough on me to be good for a lot of brothers and sisters I haven’t got.” A Clove Call. A miner named Charles Thomas had a narrow escape from being killed yesterday morning in the Idaho mine. He was in one of the chutes when some rock came down and pinned him fast against the wall,so that miners had to dig him out. Baking Powder holds is supremacy. _ Amara ig ese aot ran 80 high*he was not noticed, and the Speaker ordered the call of the roll, which was taken, and Ford’s bill passed the Assembly by a vote of 54 to 19, Examine:; Aside from the railroad battle the most important struggle of the day was between the hydraulic miners and river farmers over the Ford Senate hill, which tends to start the little giant to squirting agaia. The miners, under the leadership of young Thomas of Nevada, won a decisive victory and some of the river men grew so angry thereat that they lost their heads. Anderson of Sacramentu made a foolish and futile appeal from a decision of the chair, and Owen of the same county registered a formal kick and had it recorded in the minutes. f The river men put forward Dr. Durst ay their champion. A poorer selection could not have beem made, Durst can hardly be understood when he talks, his delivery is so stumbling and muffled. He posily read from newspaper accounts and court . decisions until he was shut off by an invocation of the ten-minute rule. The bill which has passed the Tegislature and been appreved _by Governor Markham, amending Section 3866 and ". 3868 of the Political Code, will save many thousands of dollars te the counties of the State, ~ The amending of these Sedtions changes the number of settlements to’ be
made by the counties annually with the State from four to two. This will save the counties in mileage something like $3000 a year. But this isn’t where the big saving will come in. It is likely that numerous mines on the watershed of the San Joaquin and in El Dorado, Placer, Tyelumne> Calaveras, Nevada, Sierra and Plumas counties, and also in Shasta on the Sacramento river watershed and inthe side canyons of the Sierras will take active measures to resume. work. The mines, such as those at Gold Ran, which dump directly into the navigable streams, ‘Cannot resume work so quickly under the Caminetti law, for they will have te build dams to impound their debris.
