New Suggestions.
Saturday’s Democrat says: There is
noteven an encouraging outlook for receiving Congressional aid for extensive
river improvement in California ‘at present, and weghould not depend on the pres‘ent Congress) but look for felief from
another source. There is large appropriations to make to finish work already
under way ; then there is a desire on the
part of members to make a recerd of
economy ,in the public expenditures. In
fact, there has been so much said by the
Democrat partisan newspapers about the
“Billion Dollar Congress’ that members
of that party who were elected on ayilat-.

new appropriations,
The engineers advise that old work
should be.eempleted on rivers and harbers before any new work is commenced,
and this view has been expressed by some
members of the River and Harbor Committee. The estimates for old werk—
work already commenced-amount te $6!,000,000, and the estimates for new. work
amount to about $40,000,000 more. The
committee cannot get over $20,000,600 to
$25,000,000, if that much. The estimates for Humboldt Bay are over $700,000, and large estimates have been made
for Oakland and the harbors in Southern
California. ies
This being a settled fact, or so near it
that we.cannot get assistance now, we
must loek to some other source for relief.
What then can be expected to meet the
requirement? The next Legislature can
lay the foundation by passing laws that
will provide for forming districts similar
to irrigation districts and for the levy of
a tax in such territory. Then the owners
of hydraulic, mines can levy a_ direct tax
on the eutput ef the mines, which will
provide the necessary money to build
dams, then work in the mines can _be resumed. But this may not meet with approval. Yet something must be done, as
the mines are now idle and are under
pledge te remain so_until the dam project
has been tried.

A Doctor’s Narrow Escape.
Rev. Dr. C. W. Parker, a respectable
preacher of Bremen, Ga., is, authority
for the following tale:
Dr. I. N. Chaney used to practice
medicine in Carrollton. He went to
Carrollton the other day in his buzgy.
and while there traded an old debt [5r a
good horse, and started out for Boston
in his new buggy, leading his new horse.
When he was nearing the Little Tal
lapoosa river bridge at Kingsberry’s
mill he suddenly heard a roaring among
the trees, which he instantly supposed
to be a storm. Looking up the hill he
saw the forest in commotion and the trees
falling and bending toward him, and in
the midst .of it a huge .body, which
proved to be a snake.
Fhe -doctor put whip to his horse and
was quickly on the bridge. Feeling the
bugzy jerk he leoked back and saw the
snake swallow the horse he was leading
and_plunge into the river just above the
bridge,.and just as the snake poked his
head out on the other bank of the stream
his tail was still up on the side of the
hill, his body reaching clear across the

kicked through the stomach of the

in Exciting Chase After a Burning Tag.
Four men’ struggle for their lives on

to the -stern, where the four men stood
helpless against-the*fary of two elements. They had fought the fire till
alniost exhausted, their hands and facés
were burned, artd in despair they glanced
im every direction for a sign that help
was coming.
A mile away east the crew of the tug
Welcome saw the flames of thé burning
boat. The throttle was thrown wide
ypen, and the little boat, with the
whistle tooting hope for the imperiled
srew, plunged through the heavy sea
toward the burning tug. Blazing almost to the water's edge it was running
a mad race through the waves. Two
brothers of the Welcome’s captain were
on the burning boat, and, in danger of a
collision of of catching fire, the Welcome shot after the Miller on its course,
It was a thrilling race. Round and
round the boats went before the Welcome could touch the Miller. The four
men crouched astern. The flames leaped
toward them. They were scorching the
faces of the men. With a spurt the
Welcome crushed into the Miller. Three
pairs of arms shot out over the bow
and in a moment two of thé four
exhausted men were on the Welcome
and it steered clear of the burning boat.
Another spurt and the rescuers managed
to haul out the other men.-—Chicago
Dr. Fridtjof to Lecture.
Dr. Fridtjof Nansen; the eminent arcic explorer, will, at the instance of the
ecture Agency, visit England during
#ebruary and March and deliver a number of lectures. A special interest atiaches to the lecture on the north pole,
as the doctor will describe in detail his
theories as to the currents which he believes to exist in the Arctic ocean, and
by the help of which he hopes to pass
near the center of the polar regions during the expedition he proposes to start
ia the spring of 1893, and for which the
Norwegian government has voted him a
large sum of money.

yo the occasion of the British association meeting at New Castle will be well
