Mist School Elections Bo Held Under the Anstralian Ballot Law. Eprror Transcerrrrt: [ am not an alarmist, but I cannot see why the new ballet law does not apply te school elections. The preamble of the new law reads: ‘‘All ballots cast in elections for public offices within this State shall be printed and distributed at public expense as hereinafter provided.” Then follows the provisions of the law proper. No one will deny that a school trustee isa ‘‘public officer,” and the law. can't be dodged, unless there is some proviso, excepting certain officers. But there -is no such exception. The law applies to all public officers. The new law being a general measure chanigés the mode of all elections. Section 1599 Political Code (the school law) amended in 189] (see statutes of 1891 p. 157) says that sections 1187 and 1191 may be dispensed with. But, ‘‘that in all other respects the election shall conform to the provisions of ‘the general election law relates only to the mode of election. The amendment to Section 1599 of the Political Code was made en the same day that Secs. 1187 and 1191 wefe amended, to conform te our new system. This removes all doubt as to the intent of the Legislature, and, as I have before stated, this amendment requires school elections to conform to our Australian ballot system in every respect, save that relating to nominations. These conclusions can’t be dodged by any quibbling or sophistry, It requires nolegal know!edge to discern them. Of course an illegal election confers no power and all the acts ef an illegal Board are invalid. As there is to bea new election in this district, why not hold it according to law ? He naively states that ais position-is the same as that of most lacks the funds. Not that he is without means, but the amount ieeded to build a vessel of the proper size for conveyance would be $50,000, ind he says that. $50,000 is a large amount to some men. He also wants the privilege of control in the matter of construction, which means a great dea) to capitalists. At the same time he is as aopeful and also as buoyant as his ma chine will be, according to his statements, and believes that the opportunity will come for him to make, as he says, an epoch in history. When questioned as to the principle on-which he works he said to a reporter: “If 1 were to detail to a thorough scientist, the strongest kind of a_ personal friend, in the strictest confidence, the principle 1 work upon, there would enter into his acceptance of it an element of doubt, because it--is‘epposed to all the present ideas of aerial navigation. The air is a power substance, but its power is occult and made manifest only The balloon is the means to obtain two opposite vertical air-colhumns_and_the excess-of the lower over the upper air column; vacuous space in the pneumatic tube is the means to obtain the full pressuré force Of One air column. A third means which I have discovered brings forth anthexis. Anthexis is the foundation and embodiment of my invention of the air car. I can say no more than this at present.” The startling part of Mr. Loeber’s proposition is that he proposes his air car shall be made of iron or steel to prevent fire; that its extreme length shall be 79 feet; mean breadth, 27 feet; height, 35 feet; length and breadth of wings, 40 and 27 feet; total wing area, 2,160 square feet, and that it shall have a net carrying capacity of 600 tons. The minimum unyielding air support underneath the wings, he says, will be 1,188 tons and the area of the machine will be 40 square feet. The means through -which anhas thexis are brought forth are constant, he says, and the control of the rudder absolute.__Three hundred miles_an hour speed, according to his statement, are as easily obtainable in the air as are thirty miles an, hour on land. This would make flight impossible, he claims, unlegs nature had provided a better means than simple force; and this, Mr. Loeber says, he has discovered, When called npon to account for his discovery he claimed it was due to providential good fortune, added to many years of unremitting study expended on a subject as to which little or nothing was already known, and all of which had to be elaborated by original conception and design.
