CAMP REGULATIONS.
Adjutanut-General Allen’s Sem-«
sible Instructions.
Adjutant-General C. C. Allen issued
his. fiest official ‘‘circular’? Monday,
and it relates io a subject of special
interest to National Guardsmen as
well as to tae geneial pubic. lt
reads:
“As the time approaches for the
annual encampment, the following
suggestions are offered for your consideration :
“Firat—Tue camps are held for the
improvement of tue t:oop:,-and the
orders and exercises shou'd bs to this
end. While it is desirable that the
men should have all the enjoyment
and recreation, possible, sothatin the
future encampmenis shall be looked
forward to with pleasure and as a
recreation, the military part of the!
meetings ought not to be neglected.
It is the opinion of this départment
that the practice of ind scriminaie entertainment and tha accompanying use
of spirituous Iiquors at tne vasious
headquarters in camps of instruction
are deitimental to the good of the serVice, and causes a subservance of
military observance and duty to hespilaliiyaud good fellowship.
“Second—Lae tax payers-of -Otifornia are a p.actical people and will
look for results: The liberal appropriations made for camp purposes make
it the more necassary tha: nothiag
should be alowed in camp, nor noliue

Other States-thaa-our-owa,and whose
National Guard is doubtless more efficient thaa is.ours, is that that the objectionable element referred to is aot.
necessary to successful camps,. but
that on thecontrary, the absence, particularly if kaown beforehand, not only
relieves the camps of a coasidérable
circle of visitors of doubtful value and
the officers of a large expenditure of
money that cap ill be afforded, but it
keeps the officers and men ia better
condition for their legi imate duties.
While it is admitted that this plea-is
an innovation in California, and perbaps one that cannot be wholly adopted for the present, it is hoped that ail
officers will consider -the—-mutter-seriously with a view of adopting it so far
as may be poasivle during the coming

Hence, allow me space to enter my feeble

know that they ean save the county that ex

Fatal Fight B:tween Chinese at
Timbuctoo.
The ‘Appeal says: Coroner Bevan
received a letter at Marysville Sunday evening from ‘Thomas Contia, of
Smartsville, stating that a Chinese
fight had ‘ocurred. in Timbuctoo at
8:30,,the night before, resulting in
the killing of one man and injuring
another, The case was reported--byMr. Conlia as follows:
Three Chinamen. are living im a
cabin and v disputs arose between
two of them over, the division of some
gold dust. One made an attack with
a bar of iron and hit the other several
times on thehead. The former then
grabbed a hatchet, and cut him severely with it. The wounded man
thei, plunged a kuife into his assailant’s abdomen, about an inch to the
right of tbe nayel. The blade of the
knife was about 10 inches long and
one. aud a. quarter inches. wide. Apparently an iach of the handle went into the body. The Chinaman who reported the case to M-. Conlin said the
‘knife hit the Chinaman’s backbone,
and this wasthe reason it went no further.
Mr. Conlin wrote that the Chinamen living about there seemed to take
nointerest in the affair, and profess
to know: nothing about it.
A man who caine down from Smartsville Sunday said that he underatoed
that the aggreaser pluaged the knife
into the-other at the beginning ef the
row. 4
A. dispatch was afterwards received
atating that one of the Chinamen was
dead, so Coroner Bevin went up there
Monday morning, ln the afternoon
he telegraphed to the District Attorney
that there were three men concerned
ia the rew, and that he would. bury
one and holdthe others in cu tody.
At 6:30 Mr. Forbea left for the acene
of the murder.
Up to 12 o’clock Monday night
neither Mr, Forbes nor Mr, Bevan
had returried, It was supposed that it
was the intention to have the preliminary examination afver holding tie
inquest, and then bring the murderer
down,
