A Gencral Review of the Situation. Wasumertox, D. C. Oct. 14, 1889. Epitor Tranxscrrpr — Secretary Blaine states that the members of the Three America’s. Congress will be taken on a teur through the South in January. The only reason that they were taken through the other sections first was that there was more to be seen, end it was desired to give them as favorable impression as possible of the work of the Congress was —_begun. —— : The October term of the. United States Supreme Court was formally opened today, though the justices did nothing further than to make the} customary Call on the President. All. the justices were present and considerable surprise was expressed around town that a. successor to the late Justice-Matthews had not been appointed before this term began. The Court has w docket of 1,325. cases and under the most fayorable circummore than 400 during the present term. It is believed that the appoint-ment to the vacancy would have been Acquires Forty-Two Samples. How does a woman go shopping? If the writer had been asked this question two or three days ago he would havesaid: _—s._, “She goes right into a store, purchases what she wants and then gos home.”’ He has looked into the matter and changed his mind. No, a woman doésn’t go shopping like a man. When a man starts out to buy something, nearly what he wants, and he buys it. But with a woman it is different. doesnt know what she wants when he generally knows pretty She she starts out. If.she did she wouldn’t start. She would wait until some other day, and start without any special o! ject in view. ‘She would buy sumceti-ing or other before she came back, even if it was only a glass of icé-cream soda; But the ordinary every-day woman who goes shopping starts off early in the morning, and makes up her mind that she is going to have a large-sized picnic. She hurries the breakfast and . does the usual morning cleaning up in just about ten minutes. She hasn’t got time to indulge in breakfast herself, but will probably bolt a hot cup of coffeg. With a small hand-bag containing her pocket-book~ and afew other things, she sallies forth. She doesn’t go into any. particular store right away. She looks about first and sees just what is going on, and what is be. ing displayed. She sees a great many things she would like to buy, but her pocket-book isn’t fat enough, so she postpones the purchase. Perhaps its twelve o’clock when she arrives at the dress goods counter of the big establishment. She wants to match an impossible color. She hasn’t got the. sample with her, but she deoscribes the color to theclerk. He will made long ago ifit had not been for the continued opposition to the ap" pointment of Attorney General Miller. Tf this opposition was united in favor of any one man Mr. Miller would have no-show at all, but divided as it is between five-or six, it would not be surprising if he captured the much coveted appointment. : Representative Samuel J. Randall, who has recently been reported as being dangerously ill, has arrived at bis Washington residence. His health is not very good, but he is not ill. It is probable that Carlisle will find him well enough to asstime the leadership of the minority in the next House of Representatives. Secretary Noble has received communications from labor organizations asking that he collect for the census “next year, showing what percentage of the people occupy their. own homes, and what percentage are tenants. Also what percentage among thé owners of realty have their property clear of debt. Such a table carefully prepared would certainly be very interesting, and it ‘is hoped that the Secretary can tee his way clear to having it prepared. On Wednesday the. International Maritime Conference will meet in this city. The newsppaers have not-bhad much to say about this ‘conference, nevertheless it will be one of the most important International meetings ever held. Its principal object. is to arrange show her all the goods in the department, and she will take a sample of each. : = What for? She may mean to make a future purchase, but it’s very unlikely. The clerk grows tender-hearted, the'woman goes upstairs. Both are contented and happy. wea She tries on cloaks up-stairs. She tries en every thing within a radius of one hundred yards. Fur-lined cloaks, ulsters and allsorts of garments, and all sorts of styles go on one by one. Some are too big, others too small; some too cheap, others toodezr. She tries on all the cloaks in the department, and will send across the street to try on all they’ve gotin another store if somo one will go for her. She doesn’t buy a cloak, or an ulster, or a garment. She only tried them on tosee how they felt. Then she goes with her newly purchase€ bonnet-frame into another department. She looks at hosiery, gloves, scarfs for her husband, unlaundered shirts for the same party, linen goods, crockery ware, table cloths, napkins, shoes and about every thing else in the store. : an International code of navigation signals to be used all over the world. That the universal adoption of such a code wéuld result in alarge saving of life cannot for a moment be doubted. Many of the Knights Templar while here last week engaged quarters for the-opening week of the World’s Exposition in 1892, soconfident are they that it will be held in Washington. Secretary Rusk continues to grow in popularity. He is never too busy to see a caller no matter how humblé he may be, and already many people are asking themselves why he would not make a good President.
