Whiting died at the residence of his son, Samuel Whiting in South Grass Valley, at the age of 87 years. Deceased had be-n ill. a long time with a complication of diseases. It is understood that they will ask that the permanent receiver be withdrawn, and in all-likelihood this will be done today or tomorrow. ‘ New York, Sept. 15—The Casino, for years the home of comic opera, opens tonight as a fashionable Vaudeville, on the plan of the Paris and Vienna Vaudevills. Health of the State. The montily circular of the State Buard of Health for August» gives the mortality in 116 cities, towns and sanitary districts, having an aggregate population of 816,793 at 1014 which corres. ponds to a death rate of 1.24 per month or 14.88 per annam. Of these 120 were from consumption, 39 pneumonia, 22 diarrhea, 47 cholera infantum, 51 diseases of the stomach, $1 diptheria,. 95 heart disease, 8 alcoholism, and 448 from other diseases. August was what might be termed a healthy month, Diarrhea prevailed to some extent, which is usual in the fruit season. The circular notices the chol pidemic, and sa; that when the emergency arises it ig the intention of the Board to establish refuge stati at the points of entry Tomorrow evening he holds forth in this city, and judging from appearances the the meeting willbe an immense one. If it is not, it will not be the fault of those ‘who are making arrangements for it. A very pleasant surprise party was tendered to Mise Lydia Harris at her home on Gold Flat last evening. Below we give a synopsis of several amendments that-Will . e voted op at make a careful study of these proposed changes: ~ lst. Constitutional amendment No. 5 is amendatory of Section 35 of Article 4, and provides that no appropriation bill, save the general appropriation and defidiency bills, the latter being for the support of Government and State institutions, shall contain more than one item detinitely expressed. In the deficiency bill the Governor may object to any item. 2d. Constitutional amendment No. 4 ‘provides that a two-thirds vote of qualified electors of a county, téwn or township may incur a debt to ran fer forty ‘years. ‘ 3d. Constitutional amendment No. 10 provides for extending the session of the Legislature to 100 days, and no bill shall be introduced after sixty days without two-thirds of the members consent. 4th. Constitutional amendment No 11 provides for making it the duty of the Lieutenant-Governor to visit the State institutions when the Legislature is not in seasion, and to make reports to that body and Governor. . 5th. Constitutional amendment No. 14 provides for cities of more than 3500 population framing and adopting charters. 4 6th. An act submitted to the vote of the people to fund the debt of the State, and if ratified takes effect sixty days after the next election. By this act the Governor, cuntroller, and treasure are authorized to issue bonds net tu exceed $2,558,500, bearing four per ceut interest, payable in twenty years. ‘These bonds take the place of the present debt. To pay these bonds, principal and interest, seven per cert is to be raised for the next ten years, and thereafter fifteen per cent. 7th. The. act of requiring an educational qualification for voters is also to be ratified or rejected. This provides that a voter must be able to write his own name and read any section of the constitution printed in the English language. 8th. Electors will express themselves upon electing United States Senators by popular vote. : —— — + eee The Theatre.
