O'Carrell, alias O’Connell, of the regular army, appointed to inspect the National Guard of California, has filed his report. It was not expected that his comments on the First Artillery Regiment, of which the Nevada City Company is a part, would be very complimentary, ‘because they did mot k-ep his paunch so fall of champagne as did the San Francisco militiamen. He has repeatedly shown himself tobe alickspittle by Ris truckling and sickening a ulation of San Francisco commanders who could make it ‘worth his while” to be praiseful. Captain O’Carrell says: ‘The First “Artillery began. its annual encampment on the 8th of August and aggregated 360 officers and men. ‘The material of which this marching regiment is composed is not of the very best, the ranks in many companies being largely composed of puny, narrow-chested boys, totally deficient in military bearing.” After this despicable and unmilitary attack, the inspector adds: ‘‘In guard duty, skirmish drill and military courtesy, a decided improvement was gained over last year’s rating. Sentinels performed their task cheerfully and with a commendable degree of accuracy. There was good work done in battalion and skirmish drills, subject, however, to the following exceptions: ' «Distances were at fault, lines broken, in some instances the men were huddled together in a’heap or scattered with large intervening gaps; generally the step was State or Onto, Crry or Toixpo, Lvcas County, ee Frank J.
