HEREAS, The Legislature. of the
State of California, at its twentyninth session, beginning on’ the fifth day
of January, A. D. 1891, two-thirds of
all the members elected to each “of the
two houses of said Legislature voting in
tavor thereof, proposed the following described amendments to the Constitution
of the State of California, to wit:
Amendment Number One.
[Senate Gonstitutional Ainendment No 10}
ARTICLE IV, ©
Section 2. ‘Lhe session of the Legislature shall commence at 12 o'clock M.
on the first Monday after the first day of
January next succeeding the election of
its members, and shall be biennial, unless
the Governor shall in the interim convene the Legislature by proclamation.
No pay shall be allowed to members for
a longer period than one hundred days,
and no bill shall be introduced in eithe:
house after the expiration of sixty days
from the commencement ofeach session,
without the consent of two-thirds of the
members thereof.

Articte XI.
~ Section. 18. Nocounty, city, town,
township, Board of Education, or school
district’shall incur any indebtedness or
liability, in any manner, or for any pur
pose exceeding in any year the incoime
and’ revenue -provided for it for such
year, Without the assent of two thirds
of the qualified the assent of two thirds
ofthe qualitied electors thereof voting at
an. election to be held for that purpose,
nor unless before or at the time of in
curring such indebtedhess, provision shal]
be made for the collection of anannual
tax sufficient to pay the interest on such
indebtedness as it falls due, and als«

fur the payment of the principal thereof on or before maturity, wich shall
not exceed forty years from the time
of contracting the same. “Any indebtedness or liability incurred contrary to
this provision shall be void.

Section 15. A Lieutenant-Governor
shall be elected at the same time and
place and in the same manner as the
Governor, and his term of office and his
qualifications of eligibility shall also be
the same. He shall be President of the
Senate, but shall have only a casting vote
therein. He shall also, when the Senats
is not in session, visit all the +tate in
stitutions, prisons, refurmatory schools,
asylums, cui other institutions, supporied in whole or in part by the State,
and make careful examinations of the
manner in which the appropriations for
the support of such institutions, and for
permanent improvements, have been ex
pended, and report the result of his examinations to the Governor, to the Legis
lature, and to any other officer, or Board
of officers, that the Legislature may direct ; PROVIDED, that in case the ottice of
Lieutenant-Governor becoming vacant,
or in the case of the functions of Governor devolving upon him, the President
pro tem. of the Senate, or his successor,
shall perform the duties and receive the
emoluments of said Lieutenant-Governor,
during the term of such vacancy, or the
tie he is performing such functions of
Governor. The Legislature may by law
preseribe the time and manner that such
examinations shall be made. If, during
a vacancy in the office of. Goyernor, the
Lieutenant-Governor shall be impeached,
displaced, resign, die,’ or become incapablé of performing the duties of his
office, or be absent trom the State, the
President pro tem. of the Senate shall

tilled or disability shall cease, ‘The Lieutenant-Governor shall be disquualitie
from holding any other office, exéept as
specially provided in this Constitution,
during the term for which he shall have
been elected,
Section 19, Governor, Lieutenant

Hreasurer, Attorney-General, Surveyor
General; shall, at stated times during thei:
sentinuance in office, receive for theu
services a coinpensation, which shall not
be increased nor diminished during the

shall then be published in two daily newspapers of general circulation in such city,
or at least twenty days, and the first publication shall be made within twenty days

such charter, certified by the Mayor, or
chief executive officer, ad authenticated
by the seal of such city, setting forth the
submission of such charter to the elevtors;
and its ratification hy them, shall, after
the approval of such charter by the Legis
lature, be made, in duplicate, and deposited, one in the office of the pecretary
of State, and the other, after being re
corded in said Kecorder’s office, shall be
deposited in the archives of the city, and
thereafter all Courts shall take judicial
notice of said charter. ‘The charter, so
atitied, may be amended at intervals, of
uot less than two years by proposals there
for, submitted by the legislative authority
of the city to the qualitied electors there
of, at a general or special election, held
at Jeast forty days ~ after the publi
cation of such proposals for twenty days
