D. 1891, two-thirds of all the members elected to each “of the two houses of said Legislature voting in tavor thereof, proposed the following described amendments to the Constitution of the State of California, to wit: Amendment Number One. [Senate Gonstitutional Ainendment No 10} ARTICLE IV, © Section 2. ‘Lhe session of the Legislature shall commence at 12 o'clock M. on the first Monday after the first day of January next succeeding the election of its members, and shall be biennial, unless the Governor shall in the interim convene the Legislature by proclamation. No pay shall be allowed to members for a longer period than one hundred days, and no bill shall be introduced in eithe: house after the expiration of sixty days from the commencement ofeach session, without the consent of two-thirds of the members thereof. Amendment Number Two. {Assembly Constitutional Amendment No. 7.] Articte XI. ~ Section. 18. Amendment Number Three. {Senate Constitutional Amendment No. ia . Arriciy V. Section 15. A Lieutenant-Governor shall be elected at the same time and place and in the same manner as the Governor, and his term of office and his qualifications of eligibility shall also be the same. He shall be President of the Senate, but shall have only a casting vote therein. He shall also, when the Senats is not in session, visit all the +tate in stitutions, prisons, refurmatory schools, asylums, cui other institutions, supporied in whole or in part by the State, and make careful examinations of the manner in which the appropriations for the support of such institutions, and for permanent improvements, have been ex pended, and report the result of his examinations to the Governor, to the Legis lature, and to any other officer, or Board of officers, that the Legislature may direct ; PROVIDED, that in case the ottice of Lieutenant-Governor becoming vacant, or in the case of the functions of Governor devolving upon him, the President pro tem. of the Senate, or his successor, shall perform the duties and receive the emoluments of said Lieutenant-Governor, during the term of such vacancy, or the tie he is performing such functions of Governor. The Legislature may by law preseribe the time and manner that such examinations shall be made. If, during a vacancy in the office of. Any city containing a population of more than tl) ree thousand five hundred inhabitants, may frame a-chirter ior its own government, C¢ psistent with and subject to the Constitution and laws of this state, by causing & board of fitter n recholders, who shall have been for at least tive years qualitied electors thereof, co be elected by the qualified voters of said city atany geueral or spec ial election, whose datyit—shall_be, within ninety days after such election, to prepare and propose a charter for such city, which shall be signed, in duplicate, by the memvers of such Board, ora majority of them, ind returned, one copy to the Mayor thereof, or other chief executive officer of such city, and the other to the Kecorder % the county.
