Miss Waters was bor July 1, 1909, to William and Sarah Millard Waters of Wilmington, Del. The family moved to Phoenix, Ariz., in 1917. Miss Waters attended college in Los Angeles and earned a teaching credenual. She started teaching in Anzona, then taught for two years at Tulare Union High School in California. Miss Waters moved to Japan in 1950 and worked for one year as principal at a military school for dependent children. After retwurming to the United States, she worked until her reurement in 1974 as the dean of women at Fullerton Junior College.
