All members of affiliated clubs are eligible to compete for qualification as marksman, sharpshooter, or expert rifleman (militia course, War Department), and on qualifying will be issued a lapel button, representing the class in which qualified and listed in the War Department, provided that.special course ‘‘A”’ or other course approved by the National Board may be shot if range facilities are not adequate to permit firing full course. 3. Issue of arms and ammunition.—Arms and ammunition will be issued under the act of April 27, 1914, only to such rifle clubs as are organized and conduct target practice under the rules of the National Board for the Promotion of Rifle Practice. 4, Arms and appendages to be issued.—The arm to be issued under the provisions of this act of Congress is the United States magazine rifle, available model, with appendages therefor, and an annual issue of such number of rounds as the Secretary of War may prescribe. The number of arms issued to a club will depend upon the range facilities and number of members, but not exceeding 1 rifle for each 5 members. 5. Initial and annual issues.—Under the act of June 3, 1916, there will be issued to each rifle club, in so far as appropriations will permit, not more than the following: a. Initial issue. 2 United States rifles, caliber .80, model 1903 or 1917, and accessories. 2 rifles, caliber .22,-and accessories. 1 outdoor target carrier. 2 indoor target carriers. 1 disk, marking, and staff, middle range. 1 disk, marking, and staff, short range. 1 flag, danger. 1 flag, ricochet. . b. Annual issue. 120 ball cartridges, caliber .30, for rifle, model 1903 or 1917 for each member who during the previous target year qualified as marksman or better. : 200 ball cartridges, caliber .22, for each member, but not exceeding 20,000 to any club. 100 targets, A, B, D, or L. 1,000 targets, gallery. ; ; firw SS 2.
