And to schools such arms and material as in the opinion of the Director of Civilian Marksmanship are necessary for the promotion of rifle practice among students. Issues to schools and to rifle clubs at schools shall be made only upon request of the principal or president of the school. 6. Requisitions for annual issues.—All annual issues will be made upon requisition to the Chief of Ordnance through the Director of Civilian Marksmanship. 7. Requisitions for ammunition.—As annual allowances of ball cartridges date in all cases from July 1 of each year, requisitions should be forwarded before or as soon after that date as practicable for each current year’s supply. Allowances not drawn in one year can not be drawn in the succeeding year. In submitting requisitions for ammunition, the number of members in the rifle club participating in target practice should be stated. The facilities for range practice should also be shown as follows: RU SSLC ES ranges; .-----. yards; -.... yards; .... yards. 8. Requisitions for arms and target material.—lIssues of arms, target carriers, and other target material under either of the acts will be made upon requisition to the Chief of Ordnance through the Director of Civilian Marksmanship, submitted by an oflicer of a club. Such requisitions must state the number of members of the club in good standing with the National Rifle Association and, if an initial issue, must be accompanied by a description of the tmct available for an outdoor range, including location and protection ~ afforded near-by residents; whether owned or leased by clubs, and if leased, the number of years covered by same. A similar report should be submitted as to an indoor range when requisition is made for material for such. 9. Bonds.—No issues of the above equipment will be made to any rifle club until a bond has been filed in the penal sum of the value of the property, providing that the club shall take good care ofand safely keep and account for the same, and shall, when required by the Secretary of War, duly return the same within 30 days, in good order, to the Chief of Ordnance, United States Army, or to such other officer or person as the Secretary of War may designate to receive them.
