such individual should be one of the executive committee of the
club, such as the president, vice president, or secretary, who must
submit his authority for so doing. The value of property covered
by the bond should include not only that of the immediate issue but
also such issues as may be made at a later date.
10. Transportation.—The transportation of supplies from the
Government arsenals to such rifle clubs, and back to Government
arsenals, must always be without expense to the United States.
11. Upkeep of property issued.—The rifle clubs to which
issues of material are made will be required to keep said property
not expended in target practice in like good and serviceable condition as when issued by the Government, and for this purpose the
spare parts, implements, and appendages necessary for the purpose
will be sold to them at cost price. The sales authorized above of
spare parts and appendages for small arms will be made by the
commanding officer of the Rock Island Arsenal, Rock Island, Ill.,
or of the Springfield Armory, Springfield, Mass. Applications will
be made to these commanding oflicers by the proper official of the
rifle club desiring the articles for the maintenance of the arms
issued to the club, and he should state that these articles are needed
for this purpose. .
12. Unserviceable property.—Rifles and appendages therefor
which become unfit for use from any cause will, upon application
of the rifle club to the Director of Civilian Marksmanship, and the
approval of the Chief of Ordnance, be sent to an arsenal without
expense to the United States. Upon reaching an arsenal they will
be inspected by an officer of the Ordnance Department, and if
their condition is found to be due to the ordinary incidents of service,
they may be replaced with serviceable stores of like character; but
if their condition is found to be due to carelessness or other than
legitimate causes, the extent of the damage or value of missing
stores will be determined by the Chief of Ordnance and must be
paid by the rifle club or responsible party under the bond before
any new issues of rifles or appendages are made.
13, Annual property returns.—Annual return (statement) of
property will be rendered on December 31, to the Director of Civilian
Marksmanship, by the officer accountable for property of each rifle
club, who, in cases where issues are made to schools, shall be the
president or principal thereof. Blanks for this purpose will be supplied. :
* 14, Withdrawal of property.—Failure on the part of any rifle
club to comply with the foregoing regulations, or with any others.
