PROJECT DESCRIPTION AND PURPOSE
A. PROPOSED FACILITY
The subject of this environmental impact statement is the proposed construction of a new freeway facility. The proposed
project is approximately 6 miles long and replaces a portion
of State Route 20 between Penn Valley and Grass Valley in
Nevada County.
State Route 20 is one of the few east-west routes across Northern California. It is described in the California Statutes
as linking State Route 1 near Fort Bragg with U.S. Highway
101 at Willits, then further connecting with U.S. Interstate
Route 80 near Emigrant Gap via Williams and Colusa. It winds
its way through the Pacific Coast Mountain Range; follows a
relatively straight path across the Central Valley; twists
and turns through the Sierra Nevada foothills and ends in the
high Sierras (see the inside front cover).
Locally the proposed project is described as being between
Penn Valley and Grass Valley. The alignment of the new highway is shown on the Title Map, Appendix C. The project is
located in T.16N., R.7,8E. of the Mount Diablo base and meridian. The area of the project is included on the Rough and
Ready and Grass Valley U.S.G.S. Quadrangle Maps.
B. MAJOR DESIGN FEATURES
Initially only two lanes will be built from Penn Valley to
Scadden Flat (4.6 miles) with controlled access and an auxiliary lane for slow-moving uphill traffic. The remainder of
the project (1.2 miles) will be constructed to full freeway
standards. (See Title Map, Appendix C.)
The proposed project is designed to accommodate full freeway
standards including alignment, grade and access control. It
is on new alignment such that the existing highway will provide for local access.
l. Bridges and Interchanges
One separation is proposed for the initial project, that
is at the Brighton Street Interchange overcrossing. Two
existing separation structures, the Mill Street Undercrossing and Route 20/49 (Empire Street) Interchange, will be
modified to receive traffic from the alignment. The initial construction will provide for at-grade crossings at.
