d. In the column headed ‘Total Days Absent,” enter after each name the sum of the percentages entered in the
daily columns indicating absence. Count all absence, regardless of duration, if equivalent to five per cent or
more of a school day.
e. In the column headed ‘Total Days’ Attendance,” enter after each name the total number of days of actual
attendance during the school month.
f. The sum of the figures entered for each pupil as “Days Not Enrolled,” “Days Absent,” and “Days’ Attendmis should equal the ‘‘Total Number of Days School Was Actually Open,” as reported at the bottom of
each page.
gThe sum of the monthly figures of total “Days Not Enrolled,” “Days Absent,” and “Days’ Attendance,”
should equal the total enrollment during the school month multiplied by the “Total Number of Days School
Was Actually Open” during the school month.
h. Attendance of postgraduate pupils in elementary schools should be kept with that of the regular elementary
school classes.
i. In the computation of average daily attendance no pupil shall be credited with more than one day’s attendance during any calendar day.
10. Joint School Districts. Each teacher should file a complete annual report of attendance with the county
superintendent of schools of the county of control only.
11. Union School Districts. Keep enrollment and attendance of pupils from each district in the union separately.

12. Inter-district Attendance. All inter-district attendance, except of pupils in elementary grades in junior
high schools, must be credited to the district attended only. (School Code section 2.22.) No separate record of such
attendance need be kept by the teacher.
ANNUAL REPORT. At the close of each school month fill in one line of the attendance data required in the Annual
Report on page 28 of this register. When completely filled out, the data contained in this report should be transcribed on

A. TEACHERS.

Section No. REVOCATION OR SUSPENSION OF CREDENTIALS AND CERTIFICATES.
5.380 Educational or life diplomas may be suspended for one year by the state board of education, if the holder
leaves before the expiration of a contract without the consent of the board of school trustees in writing.
5.381 Immoral or unprofessional conduct, persistent defiance of, and refusal to obey, the laws regulating the
duties of teachers, or evident unfitness for teaching, constitute cause for revocation of life diplomas,
documents or credentials by the state board of education.

QUALIFICATIONS.
5.128 Teaching credentials shall not be granted to persons who refuse to swear allegiance to the governments of
California and of the United States.
5.401 Teachers may be elected on or after May 1. Except as provided otherwise by law, teachers are deemed
re-elected from year to year.
5.402 All certificated employees not under permanent tenure must signify acceptance of employment within
twenty days after notice of employment is mailed or given them, or be deemed to have declined same.
5.408—5.409 Provisions relating to the exchange of teachers with foreign countries.
5.420 No teacher may be employed who does not hold a legal certificate in full force and effect and on file in
the office of the county superintendent of schools at time employment becomes effective.
5.430-5.431 Teachers must hold valid school administration certificates to serve as principals of schools of more than
five teachers, except in emergency situations for not more than five months in any school year.
5.440 No person under 18 years of age is eligible to teach or to receive a certificate to teach in a public school.
5.441; 5.444 No teacher may teach in any school if the certificate held-is of a lower grade.
5.442-5.451 Holders of regular and special certificates may teach only those subjects and grades authorized therein.
5.443 “Primary” certificates entitle holders to teach in grades 1 to 5, inclusive.
5.445 Teachers in joint districts shall be certificated in the county in which the schoolhouse is located.
5.446 In schools of more than 2 teachers, beginners shall be taught by teachers of at least two years’ experience
or the equivalent.
CLASSIFICATION.
5.500 Certificated employees of school districts having an average daily attendance of 850 or more, who are
re-elected after three complete consecutive school years, automatically receive classification as permanent teachers.
5.501 Certificated employees of school districts having an average daily attendance of less than 850 may be
classified by the governing boards of such districts as permanent teachers when re-elected after three
complete consecutive school years.
5.502 Persons employed in administrative or supervisory positions may receive classification as permanent
employees only in the capacity of teachers except where city or city and county charters provide
otherwise.
5.505 Classification as permanent employee ceases upon reaching age 65, except where city or city and county
charter prescribes age of retirement, provided such age of retirement is not less than 65.
5.510 All regular teachers not classified as permanent shall be classified as probationary or as substitute
employees.
5.520 Persons employed to fill positions of regular teachers absent from service shall be classified as substitute
employees.
5.521 Persons other than substitutes who are employed to serve from day to day during the first three school
months of any school term, or employed in migratory schools for not more than four school months,
shall be classified as temporary employees.
