Am Act Be; People of the State of California, represented in Senate and Assembly do enact as follows : Section 1. That an act entitled “An Act to incorporate the City of Nevada,” passed March 13th, 1851, be and the same is hereby repealed. Sec. 2 There shall be appointed by the County Judge of Nevada county, a Commissioner who shall be a resi. dent and householder of the city of Nevada, and give bonds to the County of Nevada for the faithful discharge of his duties in such sum and with such securities as may be fixed and approved by the Judge of said county. See. 3. The Commissioner provided for by the 2d section of this act shall take charge and dispose of all property belonging to the city, and hold the proceeds arising from the sale or disposition of the same in his hands, subject to the order of the court of sessions of said county, as hereafter provided. He shall also give thirty days notice from the time of his appointment to all persons having script, orders, or other evidences of debt against said city, to present the same same, duly authenticated or proven, and all claims so presented and allowed by said commissioner, shall be registered in a book, to be kept by said commissioner, with the name or names ot the holders, amount . of the claim and date of its presentation. Section 4th: At the expiration of the thirty days notice required by the . 3d section of this act, said commissioner shall make and file with the clerk of the court of sessions of said county, . a full report of the amount of indebtedness of said city, and also a sched. ule of the property remaining unsold . at the time of the filing of said report. . Section 5th: Z'he court of sessions . shall, at its first session after the filing of the commissioners report, or as soon thereafter as the city property is diss . posed of, proceed to assess and levy a special tax upon the property holders . of said city, in accordance with the . provisions of the general law for the} assessment of taxes, sufficient with the . proceeds of the sale of city property, . to pay the debts of said city, and such . necessary expenses accruing, under . the provisions of this act as may be . allowed by the court of sessions. The project of creating and maintaining a newspaper so far up in the mountains, where a few yenrs ugo, no civilized being had penetrated, and no voice save that of the savage beast, or as savage Indian, was heard, is one beset with many difficulties, and one which cannot be consummated with. out the hearty concurrence of the public. ‘Ihe value of a good newspaper is beyond estimate. It is the medium of knowledge of every description, irradiating the light of truth, science and liberty through the sphere of its iaction, 4 free and intelligent press is lone of the surest means for the improvement and elevation of mankind. Where the press has been trampled on, true liberty and true virtue have always been prostrate in the dust. It is far better, however, that no press should make itself heard, than that it become corrupt and venal, and losing its independence, become the tool of party or adventurers. ‘Then it shines but to mislead, and becomes the greatest curse in the community in which it is published. ‘The proprietors of the Journal think they have not mis-estimated the temper or the intelligence of the Nevada public. They believe a press that will fearlessly and boldly speak the truth is the one desired, and in pursuing such a course, they have not lacked substantial proof on the point. It is our aim to make the Journal an acceptable business, news, and family sheet, with good matter, original and selected, inculcating a correct moral tone, and independent in all matters of public interest and controversy.
