REBELLION IN OHINA. {From the Friend of China, Jan. 30} ; Under the head Canton, and in other sartsof this paper, we mention the beeaguerment of the Imperial Commissionwr Sue and suite in the south western yart of the Canton Province. Lately we had an opportunity of conversing with » Mandarin bolding the brevet rank of Yun-tai, an officer of the third class, and andeavored to obtain from him an opinon as to the truth of the rumor, and what would be the result should Sue be saptured That there was such a rewrt he admitted, but he doubted its verfect truth, Sue, lie said, would certainly destroy himself rather than be made a prisoner. Regarding Canton. he thought there were too many obstaoles in the way of its being renched by the rebe's; but that there area great many diaaffected spirits in the city is well known, who may be biding their time. Should the rebela indeed come to Canton, our informant added, the so only means of safety would . be flight to the hills. For what has been done by the rebels . ‘during the month now ending, so far as known to us, we refer our readers to the compendium of extracts fiom bi-weekly issues. We have two long papers, translations of some of our Chinese correspondence, . one telling of the taking of the chief city of the Chin-kong district of Kwangsi, and a hard fight between the impe‘rialigt troops and those of the rebels; ‘and in which we have the usual report of thousands killed, and thousands wounded. The city had been thoroughly ransacked — prisoners released, etc . ‘The other paper tells of the bad con-. duct of the imperialist soldiery, when n roule to the seat of war, and of organized bodies of them being set upon and} dispersed by the common pecple. (From our Correepondents.) } A court messenger arrived last week, jwith an order frora the Emperor to raise ‘a million teals of silver for payment of ithe troops. The officials contributed 400,000 of it without delay, leaving ane ‘remainder of it to be made up by the ‘rich families. Meetings have been held . at Tai fut chie, daily, ever sinco the 26th . (the 16th inst) to consider the rescript, but, to quote the exact words used by the Chinese in writing us “they, the rich people, looked at one another—and refused to prepare the sum” We give below the intelligence from! the disturbed districts, of which we made mention in our last isaue. = It is not generally known, wo believe, that the Chineee Government have offered the Superintendent here of the Peningular and Oriental Steam Navigation Company, large sums per month for the services of two sieamers to aid them in their operations agninst the rebel flect on the coast. By the report from Ningpo. as published in the North China Herald of the 20th ult, it will be seen that a victory was gained by the pirates, chicfly through treachery. We have heard that the district cities . of Woo-heen, on the south, and Chaou. ying on the east side of Yung-gan-chow, in Kwangse, have boen taken possession of by the rebels, who immediately opened all the graneries and treasuries for benefit of the people, and remitted all taxes for the present year. Wo have received a letter from! Kwangse, stating that the groat Tartar . General, Sae-shang-ah reveived an im-. ieee rescript insisting that the city of fung-gan-chow be again brought under royal authority within the space of fif. teen days, pe . that in case of failure, the General Heang-ying, Lieut. General Woo-lan-tai and Colonel Ting--am were to he beheaded. On tho receipt of this} news, on the 17th day of the 10th moon, ! ull the officers collected their troops, . and from various points proceeded toat teck the city of Yung-gan-chow. The} rebels, however, pretending to be de-. feated, gradually led them on to where they had a large body of troops in am. bueh, and then suddenly turning upon . them poured forth a complete shower of canon balls, killing upwards of 10,000 soldiers und more than 60 officers of various ranks, It isreported that Seu, the Governor . General, is at present in the city of Knou-. chow-foo, and that the rebe!s havo attacked it on all sides, having erected a powerful battery before each of the city gates so as to be ready toattack the sol-. dieis whenever they venture to eome out. The Tartar troops are afraid to go out and fight, and have new been beseiged for more than ten days. Wel} haye not yet heard which side has gained the vietory.--F. of . . That an act entitled “An Act to incorporate the City of Nevada,” passed March 13th, 1851, be and the same is hereby repealed. Sec 2 There shall be appointed by the County Judge of Nevada county, a Commissioner who shall be a resident and householder of the city of} ———-— Nevada, and give bonds to the County of Nevada for the faithful discharge of his duties in such sum and with such securities as may be fixed and . approved by the Judge of said county. Sec 3. The Commissioner provided for by the 2d section of this act shall take charge and dispose of all property belonging to the city, and hold the proceeds arising from the sale or disposition of the same in his hands, subject to the order of the court of sessions of said county, as hereafter provided) He shall also give thirty days notice from the time of his appointment to all persons having script, orders, or other evidences of debt against said city, to present the same same, duly authenticated or proven, and all claims so presented and allowed by said commissioner, shall be registered in a book, to be kept by said commissioner, with the name or names ot the holders, amount of the claim and date of its presenta; tion. Section 4th: Atthe expiration of the thirty days notice required by the 3d section of this act, said commission: er shall inake and file with the clerk of the-court of sessions of said county, a full report of the amount of indebtedness of said city, and also a schedule of the property remaining unsold at the time of the filing of said report. Section 5th: 7Z'he court of sessions shall, at its first session after the filing of the commissioners report, or as soon bemaryiry as the city property is dis~ . posed of, proceed to assess and levy-a . special tax upon the property holders of said city, in accordance with the provisions of the general law for the assessment of taxes, sufficient with the proceeds of the sale of city property, to pay the debts of said city, and such necessary expenses accruing, under the provisions of this act as may be allowed by the court of sessions. Sec. 6: Zhe commissioner shall assess and collect the taxes provided for in the Ist section of this act, and anpropriate the same, with all monies that may come into his hands by the sale of the city property, to the payment of the debt of said city, in such manner as may be directed by the court of sessions. Sec. 7: The court of sessions shall fix the compensation to be allowed the commissioner for his services, and make such allowance to the clerk of the court, as may be just, not exceeding the emount allowed by the general law for similar services Sec. 8: This act shall take effect and be in force from, and after its pas sage. AN ACT Explanatory of an Act R-pealing the Charter of the city of Nevada, and to prowde for the disposition of the property and the payment of the sie of said city, approved Feb. 14th, The people of the State of California, represented in Senate and Assembly, do enact as foliows: Sec. 1. The sixth section of an act entitled “an act repealing the charter of the city of Nevada, and to provide for the disposition of the property and payment of the debts of said city,” approved Feb. 14th, 1852, is hereb, amended so as to read as follows: The commissioner shall assess and collect the taxes provided for in the fifth section of this act, and appropriate the same with all the monies that may come into his hands by the sale of city properiy to the payment of the debt of said city in such manner as may be directed by the «ourt of sessions. Sec. 2. Zhe 5th section of said act is hereby amended so as to read as follows: The court of sessio.1s shall at its first meeting after the commissioner’s report, or #8 soon thereafter as the city proverty is disposed of, proceed to assess and levy a special tax upon the property holders of said city in accordance with the provisions of the ‘goneral law for the asseesment of taxVea es, and also in the same manner, if in their discretion they shall deem it necessary, proceed to levy a poll tax of . not exceeding two dollars upon the citizens resident in said city, which, together, shall be sufficient with the pro® eds of the sale of city property, tov the debts of said city, and such . nec ary expenses acciuing under the visions of this act, as may be allo. 4 by the court of sessions.
