} THE STATE WAR DEBT.
One of the most extraordinary developments in the history of our
State’s financial operations has recently been made, and we find it impossible to let the matter pass without calling particular attention to it, inasmuch

It will be recollected that the special message which Gov. Bigler transmitted to the Legislature some two
weeks since was principally devoted to
an exhibit of the State debt, accompa‘nied with recommendations as to the
!true course for the state to pursue in
its financial difficulties. That message
‘stated the civil debt at $796,963.95,
jand the war debt at $1,445,375.79 ;
. the total of the two amounting to $2,. 242,330.74. The effect of this state. ment upon the various securities of the

There is very little excuse or palliation for the wron’ done to the community through such gross carelessness
and unpardonable inaccuracy. The
public are in the habit of relying upon
. efficial statements; and when officers
as the important consideration of main-. become so unmindful of the great in.
terests committed to their keeping as
to make “rough guesses” at matters
which so intimately and deeply affect
the state in its most vital part, they
are in danger of securing the exeerations of the body politic.
MINERS’ LAW.
At a meeting of persons interested
in Quartz Mining, held at Mancenito,
Feb. 15, 1852, Dr. Benj. Bipley was
. called to the chair, and F. A. Houghton was chosen Secretary. A committee of four were appointed to draft
laws and regulations to govern the locating and working of quartz veins in
this vicinity. The following preamble and rules were unanimously acthis exposition of the state’s pecuniary . cepted :
condition. Most people, however,
were glad to know exactly how the.
state was situated; and, though surprised and annoyed at finding the state
so largely in debt, they did not for a
moment doubt the correctness of the
the figurcs and the estimates presented. What most astonished the com-.
munity was the enormous amount of
the war debt. That debt was divided .
into two parts by the Governor's message, and was stated as ascertained and ,
unascertained. The amount ascertained and known to be due, for which
war bonds and comptroller’s warrants
had been issued, was set down at
$445,375.79 ; that which was unascertained was estimated at $1,000,000 in
round numbers ; making a total of $1,445,375.79.
But it now appears that a most important error has been discovered in .
the calculations of the present Governor and Comptroller. Ex-Governor .
McDougal, who would have been held
responsible for the estimated expenditure of a million of dollars in Indian)
expeditions during his brief administration, was unwilling to rest easily
For the convenience of the community, and to regulate quartz mining
claims within the district, the northern
part of Nevada county, between the
branches of Yuba river, shall constitute a quartz mining district to be
known by the name of the Yuba
Quartz Mining District, with'n which
quartz claims shall be regulated by
the following rules :
1. A claim within this district shall
be two hundred feet in length on the
lead, with the dips and angles of the
same.
2. In locating claims, there shall
be posted up in some conspicuous
place, near the claims, the name of the
person or company by whom located,
jand the number of claims held, and
also the number of each individual
claim, upon astake to be put upon the
claim.
8. To constitute a valid claim within this district, the same must be located agreeably to rules Ist and 2d, and
be recorded by the recorder of the district.
4. To continue the locator’s or his
. assignee’s right to a claim within this
under such an imputation, especially .
as he was sure that the amount of in.
debtedness was largely overcalculated.
Accordingly, a special committee was
appointed by the Senate to confer with
the paymasters of the several corps

This is a most astonishing and material difference! It seems hardly)
credible that a debt which figured in
Governor Bigler’s special message in .
the imposing and somewhat alarming
figures of 1,445,375 dollars 79 cents,
should dwindle down, before the first .
breath of investigation, to 766,000 dol.
lars! It is almost too good to be true;
and one can hardly realize the fact
that some 700,000 of the state debt
has been cancelled by a single dash of .
the pen. .
If these statements can be relied
upon—and it is generally conceded
that the war debt has been over-estimated by Gov. Bigler some seven hundred thousand dollars—the total debt
of the state is materially lessened. In
place of 2,242,339 dollars 74, as be-.
fore stated, we have it reduced to 1,-.
562,963 dollars 95. This will certainly be gratifying information to tax
payers, and to all that feel that the
credit of the state should be maintained at every sacrifice.
Of course, all kinds, of insinuations
are uttered against the Comptroller
andthe Governor. They are charged
with having stated the debt of the}
state in such large figures for the pur.
pose of depreciating the state credit,
that thereby some favorites of theirs
might make money in the purchace of ,
securities at iow rat's We cannot
place the shyutest reliance upon any .
inuendoes of that character. The!
whole misstatement has most probably .
grown out of a want of care on the
part of the officials interested ; at least,
we are bound in all charity 80 to pre-.
. district, there shall be work done upon

. after work to the amount of one hundred dollars shall have been done up. on the claim or claims, they may be

deliver his Book of Records to his
successor, if one shall be chosen, or to
the county clerk of the county.
8. The fees of the Recorder shall
be fifty cents for each claim and bill
of sale recorded.

with a request that they be published.

Daring Forgery by a Sidney ‘Duck.’
Some few days ago, a Sidneyite who .
gave his name as J. T. Bisco, arrived
in this city from San Jrancisco, and
committed the most daring forgeries
we have yet heard of in California.
We trust that this infamous scoundrel
will be caught and strung up to the
first tree thatis at hand. He went to
the express office of Reynolds, ‘l'odd .
& Co. on Friday last, and wished them
to eollect a check which he showed
them on the house of James King of
William, in San Francisco, for some
800 dollars, and obtained from them
50 dollars on account.
He then proceeded to the house of
Newell & (Co, and exhibited two
other checks, one of which was on the
house of Rising, Casselli and Co., for
$220, and the other on Page, Bacon
and Co., and requested them to let

—When the library in the Capitol was
in flames, and clouds of smoke were rolling out and enveloping the building,
the Chief Justice of the Supreme Court
appeard in his seat at the usual hour,
looking quite tranquil and undisturbed.
“May it please your Honor,” said an officer of the Court, ‘will the Court sit today?” The Chief Justice looked up,
and coolly and significantly asked, ‘is
the court room really on fire?’ “Oh
ro, not yet,” was the answer. “Then
we'll sit till it ts,’ added the Chief Justice. And the Court did sit. and traneacted busine as usual, amid all the confusion about it.
Quartz Discovery.—We were visited yesterday by Mr. John Bates. who
is one of sixteen men‘in the possession of
an exceedingly rich quartz vein, near
Oregon Gulch, on the Feather river.—
He exhibdited a lot of specimens that
were more richly endowed with the glittering mineral, so generally sought, than
any we have heretofore seen. I'he vein
runs in a southeasterly and northwester
ly direction, dipping towards the south
at an angle of 40 deg. When they had
opened the vein down about twelve feet
they struck a point at which the vein
become much norrower, and where the
work of decomposition had gone on so
. fur that they could collect the gold without any of the ordinary processes of
quartz mining. In four pansful of the
quartz they took out $106. They have
quarried over one hundred tons, but as
et have no machinery for crushing it.
These specimens they have deposited
at “Page, Bacon & Co's.” banking house
where they can be seen.—Union.
A certain chief justice, on hearing
an ass bray, interrupted the late Mr.
Curran in his speech to the jury, by
saying, “One ata time, Mr. Curran,
if you please.” The speech being fin. ished, the judge began his charge, and
. during its progress the ass sent forth
the full force of his lungs, whereupon
'the advocate said, “Does not your
lordship hear a remarkable echo in
the court?”
