It is said there is an intention among
the Arctic officers in England, to propose a national testimonial to Mr. Grinnell, for his noble conduct in fitting out,
at his Fp expense, the expedition
to the Arotic ocean in search of Sir John
Franklin. The project will shortly be

A letter from Palermo states that
there has been an attempt at insurrection in Sicily. The object was to coms

Agricultural Resources of the Northern part
of California.
A correspondent of the Oregon
Spectator, who has resided for two
years in the vicinity of Humboldt Bay,
gives a very favorable account of that
region. As the author has explored
much of the country, north and south,
the following extract is worthy of a
careful perusal :—

rule would require me to oppose all revenue measures that may be introduced

Mr. Jefferson’s library, embracing

same may be said of State script and
bonds; and may, with equal force, be
urged as a reason for the repudiation of
State debts. The cases are parallel,
must govern the other; unless, indeed,
we abandon all rules, and act simply
from selfish motives. I am here as the
representative of the people of Nevada
county, and the wish of my constituents
is my Jaw, so far as it does not interfere
with the obligations of my oath. If .
have any pride or ambition, it is to see
my county occupy a creditable and .
honorable position in the estimation of
the legislative body, that its proper influence may be felt in all matters connected with the general intersts of the
State. It is expected by the people of
Nevada county, that their representatives will oppose any attempt to foist a
portion of the Yuba county debt upon
them: and when that matter is presented, . wish my county to stand before the Legislature with clean hands, ,
~land not with a character stained and
tarnished by the repudiation of debts
due to its own citizens. These are the
considerations that influence me, and
not the unworthy and mercenary motives that have been ascribed to me.
If 1am wrong, and the people wish me to
ask the Assembly to violate the plighted faith of my own city, I wish them to
instruet me so at once, and I will obey,
or give place to another more pliant to
their wishes. I desire to do nothing in
contravention of the views of any portion of my constituents, and nothing
would gratify me more than to meet
their approbation in all my acts, and I
hope to be able to convince them before the close of this session, that [ have
tried, at least, to represent them faiththeir eredit, I have done nothing to their
— . dishonor.
Have the goodness to see me set
right before the people in this matter, and let them not think #0 unI was at liberty to consult an old animosity against the city organization, .

accounts say that Caravajal was about

of Cuba, in which he says that Mr.

. Kossuth has left New York for Philadelphia, and thence to Washington.
A destructive fire has occurred at
Charleston, 8S. C.; loss $25,000.
The resolution appointing a commits
tee of the House of Representatives to
wait on Kossuth failed in that body, under the rule requiring a two thirds vote.
. A letter writer at Washington, says
that all the representatives of monarchies in that city, will demand their
passports and leave as soon as Kossuth
was received.
The Baltic arrived in New York on
. the 23d Dec., with dates from Paris to
the 9th.
The army continues faithful to Louis
. Napoleon, and the people were taken so
much by surprise that they had not
. time to make a determined resistence.
It is reported that Prince de Joinville
and Duke D’Aumale, have gone to Belgium to raise the standard of revolt
against Louis Napoleon. This news was
telegraphed to Liverpool just previous
to the sailing of the Baltic.
At the latest date Paris was reported,
tranquil.
We notice the death of Marshal Soult
in his 82d year.

According to dispatch from Boston, .
of Humboldt Bay and Eel river, of
the best quality, well watered, and 4
plenty of excellent timber, with a mill
site close at hand, ‘This land is all
vacant, except one section Last season a settlement was ccmmenced on
Fel river of several respectable families, and about one hundred respectablebachelors. They raised Irish pota~
toes, which weighed five pounds, cabbages which measured 18 inches in
diameter, beets that weighed ten
pounds, and a variety of other vegetables of, the same uncommon growth.
There is also an extent of several
thousand acres of fine prairie’ land,
situated between Blue and Eerl rivers.
There is some excellent prairie land
on Mad river, which empties into the
ocean just north of Humboldt Bay.
The valleys are not so extensive as
those on Eel or Blue rivers. There
are some beautiful claims of prairie
land on the Bay. From what I have
seen and known of the extent of tillable land, I believe several thousand
claims of land can be located here, of
the best quality, this side of the Rocky
Mountains. From the Bay north as
far as Klamath river, a distance of
seventy miles, there is a narrow belt
of prairie land, immediately on the
coast between the ocean and a dense
forest of red wood timber ; the quality
of this land is not as good as that on
the rivers. It is like most of the lands
on the coast, covered with a heavy
growth of brush which would render it
difficult to cultivate, and such land is
inclined to be moist.
The extent of this country, including the section between Klamath riv+
er on the north, and Blue river on the
south, and the coast range ef mountains on the east, includes an area of
surface of five thousand and five hundred square miles. I think one-sixth
. of this is open prairie land, the balance
is covered with a dense forest of’ tim. ber. ‘This country is extensive enough
\if properly cultivated, to produce a
. great commerce. It is a great com. merce—stock canrun here the year
round without the least attention. This
. red wood makes excellent lumber, and
_ it is easily made, it being in great a. bundance.
. ‘There is one steam saw mill at the
bay in full operation, and I axpect, to
see others soon built. Pack trails haye
been opened to different points in the
mines, a distance of one hundred miles
or more; also a trail from the Bay to
Sonoma valley, a distance of two hundred and fifty miles. Humboldt Bay
is the only safe harbor, except San
Francisco, on the northern coast, of
which I have any knowledge. It is
from three to five miles in width and
twenty in length, with an entrance
three-fourths of a mile wide. It is
difficult to estimate the exact number
of inhabitants on the Bay, oa the account of the amount of travel passing
through to the mines. The population of Humboldt Bay, and surrounding country does not exceed four hun-~
dred people, yet lam not disposed to
despise the day of small things, for I
am firm in the belief that there wil! be
a large population here in a short time.
