Upon the requisition of the Governor
of a State, the President is bound to bring
the force of the nation to suppress a revolt against the legal State authorities.—
Living, as we do, far removed from thc
power of the Union, it cannot be directed
against us, till the people have quite thoroughly purged themselves of the unwholesome causes of complaint, and restored health for the present and some
time in the future.
By proclamation a state of civil war actually exists. The people are opposed by
‘authorities they have once deiegated with
power for a certain length of time which
has not yet expired. But the Governor
and his adherents can claim nothing but
the shadow of foree. The Constitution
may be appealed to, but it furnishes them
with neither men, arms or money. The

State had an established reputation for being always wrong on any doubtful question. The policy of the Governor was to
be right himself, or atleast popular. All
he had to do was to veto all measures of
questionable propriety or constitutionality ,
or those that were esteemed pets by the
Legislature, and the voz populi was sure
to applaud. Seven years of experience in
the State would have taught an urchin

his star set, and lantern extinguished when
