Curtis, Farnsworth, Fenton, Phelps, Davis, Scott, Rice Fellog~, rich, French and Stout. Absent, Mes Smith, Taylor, Blair, Hamilton and ae man, The Chairman reported a bill upon the basis adopted at the previous meeting Committee. The bill was taken up by sections for conAldsideration. Sec. Ist was taken up and read. Mr. Phelps moved to amend it by striking out in the llth line, the words, “ or to the navigable waters of the Sacramento ;” also, . the word “ Bay’ and insert City, read “City of San Francisco.” The amendment was adopted by the fol. lowing vote: Ayes, Messrs. Scott, Kellogg and Phelps, 6. Messrs. Curtis, Aldrich, Davis, Rice, Noes, Fenton, Stout and French, 4. Mr. Davis moved to amend the section by inserting in the tenth line, after the word “ route,” the words “through Bridgers on South Pass. The amendment was rejected by the fol” lowing vote: Ayes, Messrs. Curtis, Fenton, Davis, Stout and French, 5. Noes, Messrs. Fa Phelps and Kellogg, 5.
