Spain anp Mexico.—There appears to be
but little doubt that the invasion of Mexico
by Spain has the countinance, if not the
direct connivance of the Church party io
that country. It is certain that Spain relies
on the cooperation of the Church party.
From the following extract taken from the
New York Herald, it appears that General
Miramon, the leader of that party, bae been
intriguing with the Spanish Government,
and that he isrewarded with a distinguished
command in the service. It says:
It seems that Gtea, Miramon, the defeated
leader of the reactionary party in Mexico,
is taking active measures to aid the invasion
and conguest. He has been for some time
past sojourning in Madrid, and we have been
assored that his visit to that city had merely privale business for object, which is just
as likely as that, should the arch rebel Jeff
Davis take a trip to London, at present, the
traitor's going thither would be solely occasioned by the pressure of personal interests, Our Washington correspondent, how.
ever, removes all doubt as to the real business af Miramon in the Spanish capital, by
announcing that the Mexican Chief bas been
appointed a Lieut. General in the service of
Spain, and that he is to be second in command of the military force destined to invade, withio a few weeks, bis ill-fated country. His acceptance of a commission in the
army of Isabella, his consenting to be a leader of the very expedition which is about
to assail his native Republic, only too plainly demonstrates the object of hie visit to
Spaiu.

against any State, or seeking to coerce any

and be a simple usurpation of power. No
States have seceded, for no State, by the
Constitution, could secede. The so-called
Confederate States of America, have therefore no legislative authority either witbia

Union, The Southern Confederacy is simply a league of conspirators and rebels.

The war is not a war between the North and
the South, between the free and the slaveholding States, for or against slavery, but

A Srace Quarret.—Recent Paris correspondence of the London Daily News says:
One of the funniest quarrels between a
manager aod an actress that was ever
brought before the public bas just occurred
between the celebrated singer, Madame
Ugalde, and the director of the Opera Comique, On Saturday evening the following
placard was posted oo the doors of the
above establishment: “The theatre is closed
in consequence of the refusal of Madame
Ugalde to do her duty,’’ The papers in the
morning published a letter from Madame
Ugalde, protesting against the above representation as a calumay, and asserting that
she was in possession of a medical certificate, showing that a very bad cold made it
impossible for her to appear. But the manager carried on the war by publishing in
the evening papers a letter, signed by three
physicians, Dre, L, Boutio, Josah and Faivre, me ome . that they visited Madame
Ugalde, for the purpose of ascertaining her
state of health, and that although ‘‘relatively indisposed,’’ she was perfectly able
to sing on Saturday evening.

the Construction of a Sidewalk on Spring street,
The Trustees of the City of Newada do ordain as follows:
Sxcrion 1, It shall be the duty of the property
holders on the south side of Spring street, from the

1862, to construct a side-walk in frunt of their
property.

not less than four feet, and shall be constructed under the direction of the City Marshal.

in the first section of this Ordinance, neglect or refuse to construct a side-walk in front of his or her

Charles Kent, on or before the first day of January,
1862, to construct a sidewalk in front of their property.
Sec. 2. Said sidewalk shall be four teet in width.
and shall be constructed under the direction and
supervision of the City Marshal.
Sec, 8. Should any property holder on the southerly side of Water street, between the termini specified in the first section of this ordinance, neglect or
refuse to construet the sidewalk in front of his or her
property, as required, it shall be the duty of the
arshal to let out a contract for having the work
done, and the property along the line thereof shall be
held responsible for the reasonable expense of the
same,

N ORDINANCE, TO PROVIDE FOR
the Impounding of certain animals.
The Trustees of the City of Nevada do ordain as follows:
Secrion 1. It shall be the duty of the Poundmaster to take up and impound all horses, mules and
cattle, including cows, calyes, oxen and bulis, found
running at large within the limits of the city.
Src, 2, Every animal taken up and impounded
shall be kept not less than three nor more than ten
days, and if not reclaimed within that time, the
Poundmaster shall sell the same to the highest bidder for cash;and upon the payment of the parchase
money, shall deliver such animal with a bill of sale,
signed in his official capacity, to the purchaser. The
sales shall be held at the Pound, between the hours
of 10 o'clock 4, M, and 12 o'clock M.
Sec. 3. The owner of every animal impounded
may reclaim it and take it away, upon proving property and paying the fees and charges allowed to the
Poundmaster, which fees and charges shall be as follows: For impounding each animal, one dollar; for
keeping and feeding them, fifty cents each per day
during the time they are in the Pound. And in addition to the above mentioned fees and charges, the
Ponndmaster shall be allowed ten per cent. commission on the sale of such animals as are not redeemed.
Sro, 4. The Poundmaster shall keep a book in
which he shall enter a particular description of each
animal taken up and impounded; the date it was
taken up, the date it was redeemed, if redeemed, and
by whom, and the amount of fees and charges for its
redemption ; the time it was sold, ifsold, and to whom;
the price it brought, the fees and charges due upon
it; and on the first Monday of each month, he shall
report to the Trustees in detail all the facts this section requires him to keep a record of.
Src, After deducting the fees and charges al
lowed by section four of this Ordinance, the Pound
master shall pay the amount accruing from each sale
into the City treasury, taking the Treasurer’s receipt
therefor, and if at any time, the owner shall prove
to the satisfaction of the Trustees, that be was the
owner of any animals sold under the provisions of this
Ordinance, he shall have an order drawn on the
Treasurer for the net amount paid in by the Pound.

animal impounded with a sufficiency of food and
water during the time it is impounded.
Sec. 8. This Ordinance shall not be so construed
as to authorize the Poundmaster to take up apy animal that is in the immediate posseesion or charge of
any person driving it in, through or from the city,
