LOCAL MATTERS, :
Tur StoRM.—The rain storm which set in
on the first of this week, has continued uninterruptedly, and with unuswal violence. Nevada
is almost completely isolated, the destruction of
bridges and the impassable condition of the
roads having cut off communication in every
direction except towards Red Dog. The quantity of rain that has fallen in the past three
days is much greater than has ever fallen in the
same length of time since the mountains were
settled by whites, the streams have been higher,
and remained up much longer. Both the South
Yuba and Deer creek, the oaly streams in this
neighborhood, have been from three to four feet
higher than at the great rise of December 9th,
and at no time since Thursday morning hasthe
water been as low as the highest water mark of
former years. A dispatch was received from
Timbuctoo yesterday noon, stating that the
Yuba was then a foot higher than on the 9th
ult., and rising rapidly. Another dispatch received from Timbuctoo at eleven o’clock this
forenoon, says the river had raised two feet
since yesterday noon, and was still rising. Mr,
Dornin, the telegraph operator at North San
Juan, went over to Freeman’s crossing, on the
Middle Yuba, this morning. He telegraphs .
that the Middle Yuba was five feet higher than
at the flood on the 9th uwlt., and still rising.
The timbers and other materials for Freeman’s
new bridge have been carried away, and the
water was up to the toll house, which it was .
expected, would also be swept off.
Provisions.—Flour in thismarket has gone .
up to $6 50 per hundred, and other provisions
in proportion. From what we car learn, how.
ever, there is no reason to fear an immediate
famine. The Nevada Flouring Mill has wheat
enough on hand to make twelve hundred barrels .
of flour, which in ordinary times would snpply .
this market for three months; but even now, .
when they have to supply Grass Valley and the
npper part of the county, the stock on hand
will last at least a month, unless people should
get frightened. The merchants refuse to sell .
provisions except in limited quantities, and this
has alarmed some people, particularly the Chi.
namen, who are endeavoring to purchase .
enough to last them for a year. We learn that
there is plenty of pork and hams to last through .
the winter, though there it but little beef in the .
market. There is no butter to be had in town .
at present, but Mr. Beans has 2,000 pounds on
the road this side of Marysville, which he thinks
will be up in a day or two. One team, loaded
principally with dry goods, arrived from Marysville to-day, and is unloading on the other side
of Deercreek, There is but a small quantity
of coffee to be had at present, but plenty of sugar, tea, and most of the necessaries of life.

Fata MINING ACCIDENT.—A cave occur.
redabout two o’clock this afternoon, in the
claims belonging to Messrs. White, Pope & Co.
on Bourbon Hill, burying a man by the name .
of Calvin Cleveland, who was at work in the .
diggings. Intelligence of the accident was
brought to town, and quite a number of our
citizens went out to assist in getting him out.
The cave was an extensive one, and there is no
hopes of getting him out alive. Mr. Cleveland
Was a native of Canada West, and came to this
State about a year and a half ago.
Coorzn's Lower Crossinc.—There was a .
rumor in town this morning, that the bridge: at .
Cooper's lower crossing was carried. off last
night. The report, however, was untrue. Mr,
Blasauf came over from Cherokee this morning, .
on horseback, and crossed the bridge, though
he thought he was risking his life at the time. .
We learn from him that the bridge is in a ska.
ky condition, a portion of the foundation having
been swept away, and he thinks the structure
will go this afternoon or to-night.
Pkovistons on tHe RipGe.—From what
*e can learn, there is scant supply of provisions .
in the upper part of Eureka township. The .
eaviest dealers were nearly out of floura week
*g0, and if Cooper’s lower bridge is carried off, .
to as to cut off communication with this place,
itis feared that there will be much suffering for .
the necessaries of life. At Cherokee and Co.
tumbia Hill, the dealers have a good supply,

Sxcnon 1. There shall Be, and is hereby levied,
upon all assessed. and taxable property within the
corporate limits of the City of Nevada, for the fiscal
year ending May Ist, 1862, a tax of fifty cents for
general city purposes, and of twenty cents for fire .

that the law in regard to their collection, will be
strictly enforced.
Sxc. 2, Upon the second Monday in February,
1862, at the close of the business hours for that day,
the tax collector shall enter upon the tax list, or
assessment roll, a statement, that he has made a
levy upon all the property assessed in said roll, and
upon which the taxes have not o paid. On or
before the third Monday of Februafy, 1862, the tax
colleetor shall complete a list of all persons and property then owing taxes, and the tax collector in addition to the tax levied, shal! collect upon each delinquent, the sum of one dollar, as costs inc urred in
preparing and publishing the delinquent ol a

to be published, giving the name of the owner of all
