“LOCAL MATTERS, _
Srpating Frour.—Four Chinamen were
arrested by officers Knerr and Scott, on Monday morning, charged with stealing flour from
the Nevada Mills. It scems that a Chinese tra.
der had purchased forty sacks of flour at themill, .
on Saturday, a portion of which was packed
into town, and the remaining sacks were piled .
up near & window, in the mill, to be taken away
on Monday. During the night a board which
had been nailed across the window was pulled .
off and nine sacks of flour stolen from the pile.
‘The officers having been informed of the theft .
searched the premises of the suspected thieves,
and found four sacks of the stolen flour in one
iuilding and four in another—each house being
occupied by two Chinamen. The four Celestials were brought before Justice Kendall, tried
by ajury, and being unable to account for haying the stolen flour in their possession, were
found guilty. This morning, Justice Kendall
sentenced each to paya fine of seventy-five
dollars, or in default of payment to work in the
chain-gang (baring the chain) for thirty days.
This afternoon they have been doing good service on the streets, under command of Captain
Scott.
BripGEs.—The bridges at the foot of Main
and Broad streets, and that over Gold Run, .
were considerably damaged by the late flood, .
put were not carried off as reported in some
parts of the county. A new bridge has been
built across Little Deer creek, in place of the
one washed away, and workmen have been engaged yesterday and to-day in repairing Main
street bridge. The bridges, even now, are re.
garded as safe for crossing, several loaded teams
having passed over them to-day.
ArrIvAL oF TEAMS.—Four teams, loaded
principally with groceries for Messrs. Weaver
& Newman, and T. Ellard Beans, have arrived
in town from Marysville, since Saturday morning. By these arrivals, a considerable quantity of coffee, sugar, butter, quicksilver, and
other articles most needed in this market, were
received at the stores of the above named gentlemen. We are informed that four teams, with
rovisions and groceries, came up to Grass
Valley to-day.
Not InsunED.—We learn that the bridge
at Cooper’s lower crossing was not in the least
injured by the late flood. A breakwater above
the bridge was swept away, but the foundation
of the bridge was not injured, and the structure .
js as firm as ever. ‘This is the only bridge .
spanning the South Yuba that was not carried
away by the late flood.
Ditcuxs.—Great damage has been done to .
the ditches in this county, by the rain of last
week, though the full extent of the damage is .
not yet known. The greatest injury was occasioned by slides, which have occurred every .
where in the mountains.
.
We call attention to the advertisement of
Mr. Q. Rice, bridge-builder, mill-wright, and
designer, Mr. Rice is an experienced architect, aad prepared to execute all ordes in his
line.
Coast Defenses of California. .
The following letter of Gov. Downey, .
in reply to Secretary Seward’s circular ad.
vising the States to take measures for
defending their coasts, has lately been .
given to the public:
State OF CALIFORNIA, Executive Dep't. }
SACRAMENTO, Nov. 12, 1861.
Hon. Wm. H. Seward, Secretary of State, .
Washington—Sir: I have the honor to acknowledge the receipt of your communication
of the 14th ult., inviting my attention to the
subject of perfecting the defenses of this State,
and requesting me to subject it to the consider.
ation of the Legislature, when it shall be assem.
bled. The request shall be faithfully complied .
with, and the subject will undoubtedly command, .
to the extent its magnitude requires, the atten.
tion of the next Legislature, which convenes
on the first Monday in January, 1862. At this .
time our defenses are wholly inadequate to
the protection of the coast and interior of California,
; The value of our Pacific interests to the Un-.
‘on will justify all the outlay necessary to ren-}
der their seizure and appropriation by foreign .
powers impossible; for it is not dealing in hyperbole to affirm that the present and prospective .
commercial value of our Pacific Empire renders
its Security as important as one half of the
Union, And I may add that ther topography .
of the country is such that its safety can be}
secured beyond all contingenciesagainst the .
attack of any military power that can be brought .
against it, by a pres wa system of coast de-.
fenses, The interior will: require but little
outlay to assure its protection. I have the.
honor to be, with great respect, your obedient .
servant, }
[Signed]
Joun G. Downry,
Governor of California. .

alias “Shorty,” who, on the 30th day of Nov.
last; murdered. Jno. Burton. Brown is deseribed as being 5*< fect high, long body, very
