Several days after my visit to the lunatic asylum, I was presented to his Holiness the Pope, who kuew the object of m travels, The Pope asked me in the most friendly manner whether I had visited the asylum at tome! I had the courage to answer, “Yes; and I am convinced that your Holiness has not id it a visit.’? Pio Nino oes raised his ead, and only answered with an expressive, attentive look. I understood him, and related to him in a voice full of emotion all the horrors and barbarism I had witnessed. It created a deep sensation, when the Holy Father, two days after I had been presented to hiin, suddenly, while taking one of his drives, stopped before the gate of the asylum, and spent an hour in it. he week had passed, and I stood, as I had been commanded, in the Vatican before the Pope. Ina manner as grave as it was calm, Pio Ninosaid tome: “I have appointed a commission charged to ey before me propositions concerning the erection of a lunatic asylum, conformably to the rules of humanity and morality, in the shortest time possible. When you visit Rome again your just and pious wisbes will have been fulfilled. The indulgence in secret practices is the most certain, though not always the most immediate and direct avenue to destruction. Physicians of allages have been most unanimously of opinion that the loss of one ounce of the seminal secretions, by unnatural aid or emissions, weakens the system more than the abstraction of forty ounces of blood. One of the first writers on medical jurisprudence state that three fourths of the insane owe their malady to such abuse. How important then, it is—for every one, having the least cause to suspect any trouble in that way, to attend to it immediately; even one single occurrence should be sufficient to cause doubt, and much more so if the person had ever indulged in the soul-killing habit. The treatment used by the justly celebrated DR. J. C. In accordance with this necessity, DR. YOUNG feels called upon to state that by long study and extensive practice, he has become perfect master of all these diseases which come under the denomination of yenereal, and having paid more attention to that one branch than any other physician in the United States, he feels himself better qualified to treat them. Ordinance Number 37. N ORDINANCE LEVYING AND PROviding tor the collection of the City taxes. The Trustees of the City of Nevada do Ordain as follows :— Secrion 1. There shall be, and is hereby levied upon all assessed and taxable property within the corporate limits of the City of Nevada, for the fiscal year, ending May 1869, a tax of fifty cents upon each one hundred dollars of assessed value, Suc. 2. There shall be, and is hereby levied upon each male inhabitant of said city of twenty-one years of age and over, the sum of one dollar as a poll tax, Src. 3. It shall be, and is hereby made the duty of the City Marshal or his Deputy, to collect said taxes—said Collector shall forthwith give notice, by publication in some newspaper, published in this city, that the City taxes are due and payable, and the time and place at which he will receive the same ; also, that the law in regard to their eollection will be strictly enforced. Sxc. 4. Upon the first Monday in January 1859, at the close of the business hours for that day, the tax collector shallenter upon the tax list or assessment roll, a statement, that he has made a levy upon all the property assessed in said roll, and upon which, the taxes have not been paid. On or before the third Monday of Januery 1859, the tax collector shall complete a list of all persons and property then owing taxes, and the tax collector in addition to the tax levied, shall collect upon each separate lot or parcel of lad, and also upon the pessonal . property ofeach delinquent, the sum of one dollar, as costs incurred in preparing and publishing the delinquent list. Sec. 5. On or before the first day of February, 1859, the tax collector shall cause the delinquent tax list to bw published, giving the name of the owner of all real estate, and allimprovements on the same, together with such a condensed description of the property, that it may casily be known, and also a similar condensed description of spy real estate or improvements assessed to unknown owners ; and also, opposite each name or description, the amount of taxes, including costs, due from each delinquent person or property ; such list, with the levy thereon, as heretofore provided, shall be published for three succossive weeks in some newspaper or supplement to a newspaper published in the City of Nevada. Such publication shall also designate the time and place of the sale, which shall not be less than twenty-one nor more than twenty-eight days from the first appearance of the publication, all real estate shall be sold in front of the Conrt House door, apd all sales shall be made by the Marshal or his deputies. Sxc. 6, The provisions of the Act entitled an Act to provide saree for the pag of the Government of this State, approved April 29th 1857, from Sec. 16 to Sec. 28, inclusive, of said Act, shall control, direct and regulate the sale, issuance of certificate, record and all further preceedings of the tax collector, under the foregoing ordinance, Sxc. 7. To enforce the collection of the poll tax as provided in this Ordinance, the tax collector may seize much of any and every species of property, right, claim or possession whatever, claimed by any person liable to, and refusing to pay such poll tax, as will be sufficient to pax said poll tax, and costs of seizure, and may and shall selk the same, at any time or place, upon giving a verbal n0tice one hour previous to such sale. Any person indebted, to another, liable to poll tex, who shall ‘neglect or refuse to pay the same, shall be liable to pay the same to ruch, other person, after service upon him by the tax collector, of a notice in writing, stating the name or names of the persen or persons so liable, and owing such poll tax, and may deduct the amount thereof from such indebtednes#. The tax collector, after having deducted the poll tax, for which such property was sold, and the necessary fees & costs of sale, shall return the surplus or proceeds to the owners of the property ; a delivery of the possession of the property by the tax collector to any purchaser, at any such sale, shall be a sufficient title in the purcliaser without the execution of a deed therefor, by the tax © lector.
